Information about this residential family centre
Ofsted is aware of the challenges that COVID-19 is currently posing to those we regulate. During this visit, the inspector took into consideration the impact of any measures being taken to slow the spread of COVID-19 by the setting. This has included the effect these have had on staffing arrangements.
p.1
Inspection date: 18 June 2020
Date of previous inspection: Not applicable
p.1
This monitoring visit
This monitoring visit was undertaken to assess whether and ascertain that children living at this service are safe.
p.1
This monitoring visit
Health and safety guidelines in respect of COVID-19 were followed by the inspector during this visit.
p.1
This monitoring visit
The setting has an adequate number of staff working with the children and families to support parents to keep their children safe. However, the service has admitted 12 families within a short time, with several arriving the same day as each other. This means that several families have required a high level of supervision and support at the same time. This is not an effective admissions process and places a strain on staff resources.
p.1
This monitoring visit
The setting has some staff vacancies, mainly within the senior team, such as a team leader, senior support workers and social work posts as well as some support worker roles. In addition, support workers are routinely working long shifts that are over 10 Inspection report for residential family centre - monitoring visit: Foundations Carlton 2 hours per day. This has the potential to have a negative impact on the quality of support and supervision of family assessments.
p.1
This monitoring visit
Omissions have been found in the recording of the required parenting skills and observation tasks. These records are required to be undertaken daily for each family. Without these records, the manager cannot be assured that parental interactions with reference to bathing and feeding children are closely monitored.
p.2
This monitoring visit
Leaders and managers have not yet established sufficient quality assurance systems. Internal monitoring systems are in place but do not serve to strengthen the service provision. For example, shortfalls in the monitoring and observations records have not been identified and addressed by the manager. Furthermore , the manager has not yet completed a monitoring report.
p.2
This monitoring visit
The health visitor manager and three local authority social workers gave positive feedback about the service. Social workers are happy with the communication and updates that they receive on the family’s assessment and progress. Professionals confirmed that safeguarding procedures have been followed when required.
p.2
This monitoring visit
The environment was found to be clean and tidy, well equipped and in the main safe. Recent problems with refuse collection have been resolved. However, some shortfalls were noted. These include the storage of prams in a corridor area, and the entrance carpet is damaged and there is tape in place to stop this being a tripping hazard. In addition, there is no fence between the garden and the car park. The registered manager has requested a fence to be fitted and additional storage area for prams.
p.2
This monitoring visit
With the service at near full capacity and during the COVID-19 pandemic, hygiene routines have had to be increased. This means that support staff are undertaking these cleaning duties as well as the close supervision, support and assessment of families. This takes the staff away from their main duties of family assessment and keeping children safe. Inspection report for residential family centre - monitoring visit: Foundations Carlton 3

Recommendations
The centre provides a comfortable and homely environment and is well maintained and decorated. Avoidable hazards are removed as is consistent with a domestic setting. Risk reduction does not lead to an institutional feel. (NMS 11.2) In particular, ensure that there is a fence in place to separate the garden from the car park. There should be suitable storage arrangements for prams to prevent fire exit routes from potentially being compromised. The entrance carpet should be in good repair.
