Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This private home provides care and accommodation for up to three young people who may have emotional and/or behavioural difficulties and/or learning disabilities.
p.1
Information about this children’s home
The registered manager has submitted an application to cancel his registration with Ofsted. An acting manager is overseeing the home.
p.1
This monitoring visit
Ofsted is aware of the challenges that COVID-19 (coronavirus) is currently posing to those we inspect and regulate and is not carrying out routine inspections. Therefore, this monitoring visit has been completed off site, via telephone interviews and a review of documentation sent to the inspector.
p.1
This monitoring visit
Following the full inspection in August 2019, Ofsted received an increasing number of notifications of significant events, which indicated that young people were at risk of harm. In addition, the police contacted Ofsted about the safety and welfare of those living in the home and the home’s actions in response to the events in the home.
p.1
This monitoring visit
Following a monitoring visit on 1 October 2019, the decision was made to issue an immediate notice of suspension. Two further monitoring visits were undertaken, and the suspension notice was lifted on 17 December 2019.
p.1
This monitoring visit
The registered manager submitted his notice of voluntary cancellation in April 2020. There is an acting manager in post, who will be submitting an application to register with Ofsted. The registered manager was absent from work for a period of time. The responsible individual and other managers provided suitable management oversight during this time. Inspection report for children’s home - monitoring visit: SC389649 2 A young person was admitted to the home in February 2020 with a diagnosis of autism spectrum disorder. The impact risk assessment completed on 11 February 2020 stated that staff were trained in this. Training records show that not all staff had completed autism spectrum disorder training. The responsible individual arranged for some training with the in-house clinician on 25 February 2020. The young person recently returned to the care of their family. The post-placement review by the home and

placing authority indicates that there were gaps in the staff group’s understanding of the young person’s presenting needs.
p.2
This monitoring visit
On 4 March 2020, the young person went missing from the home by removing the window pane from his bedroom window and climbing out. Records show that there was a delay of almost an hour before staff went to look for the young person. The young person was returned by the police several hours later, safe and well. There is evidence to show that managers challenged staff practice to prevent further incidents.
p.2
This monitoring visit
The statement of purpose has been reviewed and shared with Ofsted. The current staff team has a range of skills and experience that match the needs of the young people whom the home can accommodate, as described in the statement of purpose. For example, the deputy manager and a senior do not have previous residential care experience but have worked with younger children. Three staff have worked for the company for a number of years and hold a suitable childcare qualification. A member of staff spoken to confirmed that they are receiving regular supervision.
p.2
This monitoring visit
A virtual tour of the home shows significant improvements, and fire safety measures have improved. This means that the home is a more welcoming and homelier environment.
p.2
This monitoring visit
An action plan has been submitted to Ofsted, which shows progress made to the shortfalls identified during previous inspection visits. However, these improvements could not be fully tested. Therefore, previous requirements remain in place.
