Inspection report for children’s home - monitoring visit: 1277449 1

p.1

Osei Minkah Care Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This provider is registered to provide care and accommodation to five young people with learning disabilities and/or mental disorders. The home is dual registered with the Care Quality Commission.

p.1

Information about this children’s home

A qualified registered manager is in post.

p.1

This monitoring visit

This monitoring inspection was to review the progress made since the last monitoring inspection on 18 March 2020.

p.1

This monitoring visit

Due to the COVID-19 (coronavirus) pandemic, Ofsted did not physically visit the home. The inspector gathered evidence in several different ways, including talking to the registered manager and staff and communicating with local authority staff responsible for children living at the home. The registered manager also provided electronic documents for the inspector to review.

p.1

This monitoring visit

Progress made at the last monitoring inspection is being sustained. The registered manager is continuing to make improvements needed in the home. Monitoring tools that had previously been implemented are now being used consistently and are becoming embedded in the registered manager’s practice. The impact of this is that the registered manager has a good knowledge of the needs of the young people living at the home. When incidents happen, she can quickly identify any potential triggers and patterns to young people’s behaviour to reduce the risk of such incidents happening again.

p.1

This monitoring visit

The registered manager’s overview of physical interventions is good. This enables staff and young people to reflect on what has happened. As a result, the number of physical interventions being used by staff is significantly reducing. Staff understand Inspection report for children’s home - monitoring visit: 1277449 2 young people’s triggers and help them to understand their feelings. One young person is learning to manage her emotions in a more positive way. This is having a positive impact on young people and the progress they make from their starting points.

p.1

This monitoring visit

When safeguarding incidents happen, managers respond effectively. Lessons are learned and actions from investigation reports are completed and reviewed. The management team has focused on developing a safeguarding culture in the home. Keeping young people safe is regularly discussed with staff in supervision, team meetings and ad-hoc checks and discussions with staff to monitor practice.

p.2

This monitoring visit

The registered manager has a clear understanding of what staff are working in the home. She is reducing the number of agency staff by employing more permanent staff. Due to the COVID-19 pandemic, consistent staff work at the home to minimise the spread of infection. This has provided young people with consistent and predictable care. Young people are establishing positive relationships with a core team of staff, which provides consistent guidance and boundaries.

p.2

This monitoring visit

An independent visitor is undertaking monthly remote visits during the pandemic. The registered manager actions any recommendations made in the monthly reports. However, these reports are not being sent to Ofsted in a timely manner and do not contain a clear statement about whether young people are safeguarded and their welfare promoted. This prevents Ofsted from using this information to inform its monitoring of the service.

p.2

This monitoring visit

Staff listen to young people and try to help them to achieve their goals. Staff are supporting a young person to develop their independence skills to help them when they transition to semi-independent living. They are teaching the young person how to budget and cook along with other tasks that come with a more independent lifestyle.

p.2

This monitoring visit

The home conditions have greatly improved. Young people are not causing as much damage to the home, and any damage is quickly repaired. The development of the home to create a homely environment is an ongoing project and has been hindered due to COVID 19. Therefore, the recommendation raised at the last inspection will remain in place to support continued progress.

p.2

This monitoring visit

The registered manager has continually grown in confidence as she has developed her managerial skills. She addresses poor staff practice when needed in a constructive way. When necessary, she has challenged the local authority to ensure that the needs of young people are met. Her monitoring and reviewing systems are now having a positive impact on the development of the home. Inspection report for children’s home - monitoring visit: 1277449 3
