p.1

Accalia Care Services Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The privately run home provides care for up to four children who have experienced trauma which has left them with emotional difficulties and associated challenging behaviours.

p.1

Information about this children’s home

The home has had no registered manager since 16 April 2020. The home is currently managed by the previous registered manager who is suitably qualified and experienced.

p.1

This monitoring visit

This home was judged requires improvement to be good at the last full inspection.

p.1

This monitoring visit

This monitoring inspection was conducted in response to information from the local police force which indicated that young people were not being adequately safeguarded.

p.1

This monitoring visit

This monitoring inspection was conducted remotely due to the COVID-19 (coronavirus) pandemic. The inspector gathered evidence in several different ways, including having discussions with the manager and young people and reviewing documents shared by email. The inspector considered the requirements and recommendation raised at the last full inspection. All requirements and the recommendation from the previous inspection have been met.

p.1

This monitoring visit

Staff and the manager consistently update young people’s risk assessments and behaviour management plans. Incidents are effectively analysed, and additional measures are put in place to safeguard young people. For example, following concerns that two young people were engaging in criminal behaviour together in the community, their unsupervised time out in the community was revisited. This Inspection report for children’s home - monitoring visit: SC486886 2 good practice enables staff to understand and manage risk to protect young people.

p.1

This monitoring visit

When young people go missing from home, staff make efforts to contact them and look for them to return home. When children return, they are offered the opportunity to talk to someone independent about the missing incident. Staff work with children to try to understand why they go missing from the home. This helps staff work with children to reduce such incidents.

p.2

This monitoring visit

The manager was able to evidence good examples of work that staff have undertaken with young people to explore concerns about their behaviours. For example, staff have worked with young people to help them understand the law and risks associated with knife crime and substance misuse. In addition, the inspector was shown how staff are creative in working with children to develop their interests in music and increase their understanding of other cultures and faiths. This enables children to increase their awareness and skills and improve their well-being and confidence.

p.2

This monitoring visit

The manager has reviewed his monitoring and review of the home and, as a result, has made changes to, for example, the recording of restraints. The number of restraints used in the home to manage children’s behaviours is low since the last inspection. On the rare occasions when staff have needed to restrain children to keep them safe, the records are clear and detailed, and the management review of these incidents includes independent oversight to ensure that they are fair and proportionate.

p.2

This monitoring visit

The manager has ensured that the home environment is well maintained and safe from any hazards. Any broken or damaged furniture has been promptly removed from inside and outside the home.

p.2

This monitoring visit

There were discrepancies in the information the police shared with Ofsted. The manager was not aware of some incidents and, in other cases, he did not have the full information. This lack of information-sharing by the police does not allow the manager to have the information he needs to keep young people safe. The manager was able to evidence how he has liaised with the police and acted on any concerns the police have shared with him. During the monitoring visit, the manager liaised with the police to explore how the communication between them can be improved.
