Inspection report for children’s home - monitoring visit: SC022440 1 SC022440

p.1

PIC Children’s Services Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately owned children’s home provides care and accommodation for one child with emotional and/or behavioural difficulties.

p.1

Information about this children’s home

There is a registered manager in post. She was registered with Ofsted in June 2019.

p.1

This monitoring visit

This children’s home was judged declined in effectiveness at the interim inspection on 9 March 2020. The inspectors found serious shortfalls in safeguarding practice, leadership and management of the setting and care planning. As a result, Ofsted issued three compliance notices under section 22 of the Care Standards Act 2000. These were in relation to regulations 12, 13 and 14.

p.1

This monitoring visit

On 27 April 2020, in response to COVID-19 an offsite monitoring visit was undertaken by Catherine Fargin, social care regulatory inspector. The inspector considered the action taken by the provider to meet the steps under each compliance notice for regulation 12, the protection of children standard, regulation 13, the leadership and management standard, and regulation 14, the care planning standard.

p.1

This monitoring visit

The inspector found that the provider had made some progress in terms of ensuring that children’s risk assessments are up to date, including clear strategies that staff are expected to follow to reduce risks. Conditions at the home have improved, and the home is now designed and furnished to protect the child from avoidable hazards to his health.

p.1

This monitoring visit

Although clearer risk management strategies are now in place, the provider was still unable to demonstrate that staff consistently follow the child’s missing from care risk assessment to keep him safe from harm. Staff’s actions when responding to missing from home incidents remain inconsistent and are not in line with the child’s missing Inspection report for children’s home - monitoring visit: SC022440 2 from care risk assessment. For example, on 20 April 2020 staff did not follow the child’s missing from care risk assessment, because they did not report him missing within three hours or make hourly telephone calls to him as outlined in his risk assessment.

p.1

This monitoring visit

The provider does not demonstrate that the child’s day-to-day care is arranged and delivered to keep him safe. Staff do not know the child’s whereabouts for lengthy periods of time when he is not at home and he continues to go missing from home regularly. On 26 April 2020, the police returned the child home because they found him in possession of cannabis. This raises further concern about what the child is doing when he is missing from home.

p.2

This monitoring visit

The inspector considered the action taken by the provider to meet the steps under compliance notice 13. The provider has ensured that systems are in place to ensure that they enable, inspire and lead a culture that helps children to aspire to fulfil their potential and promotes their welfare. Multi-disciplinary plans are in place that focus on improving the child’s health and education. There is evidence of discussions with the child that show staff are helping him understand how to keep safe.

p.2

This monitoring visit

Since the last inspection, a consistent and stable staff team has cared for the child. Therefore, the provider has ensured that the home’s workforce provides continuity of care for the child.

p.2

This monitoring visit

The provider has introduced new monitoring systems to evaluate children’s care. These new systems include weekly monitoring tools and senior management oversight. These new systems will help the manager evaluate the child’s care.

p.2

This monitoring visit

The inspector considered the action taken by the provider to meet the steps under compliance notice 14. The provider has ensured that plans are in place for the child to receive effectively planned care. These plans include the child’s wishes and feelings, for example regarding contact with his family.

p.2

This monitoring visit

The provider has ensured that staff are provided with clear guidance in respect of the child’s plans. This is included in the child’s health plan, education plan, risk assessment and behaviour support plan. These plans reflect local authority care plans.

p.2

This monitoring visit

Therefore, the inspector found that the compliance notices under regulations 13 and 14 have been met. The compliance notice under regulation 12 has been reissued. Inspection report for children’s home - monitoring visit: SC022440 3
