p.1
Orbis Education and Care Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home offers a 52-week placement which may or may not include education. The home provides care and education for up to 10 children who have autism spectrum disorder and/or learning difficulties.
p.1
Information about this children’s home
The home was registered with Ofsted on 2 May 2019. On 20 June 2019, Ofsted was informed that the registered manager had resigned. Following his resignation, the home was managed by an interim manager until a new permanent manager was appointed in October 2019. The intended manager is not yet registered with Ofsted.
p.1
Information about this children’s home
The children’s home and a school are on the same site. This monitoring visit of the children’s home was aligned with an inspection of the school where children are attending daily.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection on 6 November 2019. During that inspection, a notice to suspend the registration was served. A monitoring inspection occurred on 16 January 2020 and, subsequently, the suspension of the registration ended on 31 January 2020. This is the third monitoring inspection that has taken place since the full inspection, to review progress and to monitor the action taken to address the failings.
p.1
This monitoring visit
The home has not provided care and accommodation to any children since the suspension of registration ended. As there were no children at the time of this monitoring visit, the majority of the requirements from the previous inspection are unable to be tested and, consequently, are repeated.
p.1
This monitoring visit
The capacity of the care management team has developed, with an experienced manager supporting the intended registered manager in addition to the deputy. Inspection report for children’s home - monitoring visit: 2519199 2 However, the intended manager has not yet submitted a complete application to register with Ofsted. The notable delay in submitting an application requires swift attention.
p.1
This monitoring visit
The environment of the children’s home is much improved after extensive cleaning, repair and decoration. The layout has been redesigned, making the home more welcoming and suitable for children with learning disabilities.
p.2
This monitoring visit
Staff recruitment continues and, after several successful appointments, there is now a sufficient number of permanent care staff to provide care for two children. The recruitment process includes the necessary checks to ensure that staff are suitable to work with children.
p.2
This monitoring visit
Sufficient funding and resources are made available for the delivery of staff training. Care staff reported positively about their professional development and using the time effectively while no children are living in the home. They are enthusiastic about the changes that have occurred and are looking forward to children coming to live at this home. Care staff reported that they receive regular supervision and team meetings. They welcome this opportunity to reflect, learn and consolidate as a team.
p.2
This monitoring visit
The care management team plan to increase the level of monitoring of care practices and records. This is to ensure that there is no repeat of the poor practice that led to the inadequate judgement. In addition, the provider has appointed a quality assurance officer. This person will monitor compliance with the children’s homes regulations.
p.2
This monitoring visit
The care management team intend to use new referral and assessment procedures. This will involve the collaboration of staff members from care, education and therapy teams. A behavioural therapist will contribute to behaviour support plans and be available to advise staff on their approach to supporting children. The impact of these new procedures has yet to be tested.
p.2
This monitoring visit
To promote healthy eating, leaders and managers have appointed a cook who will work closely with a dietician. Meal plans including recipes have been created by the dietician in readiness for children to come and live here.
p.2
This monitoring visit
Leaders and managers have reviewed the statement of purpose and appropriate storage for medication. In addition, they have adhered to safer recruitment procedures and provided staff with training and supervision. Therefore, these four requirements are met. With the absence of children, leaders and managers are unable to demonstrate that the remaining 12 requirements are met. Compliance with these requirements will be considered at the next inspection.
