Inspection report for children’s home - monitoring visit: SC022880 1 SC025799

p.1

Ingleside Children’s Home Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

A private provider operates this home. The home provides care for up to six children. The provider states in its statement of purpose that the home accommodates children who have emotional and/or behavioural difficulties.

p.1

Information about this children’s home

The home does not currently have a registered manager. The previous registered manager was dismissed by the organisation and had their registered manager’s registration cancelled by Ofsted.

p.1

This monitoring visit

This monitoring activity assessed the home’s compliance with a notice issued by Ofsted to suspend the setting on 2 February 2020. As a result of the current Covid-19 crisis, no visit was made to the setting. This report was compiled following two separate telephone meetings with the provider, the new manager of the home, and the proposed new responsible individual. The provider confirmed in writing to Ofsted that no children have been accommodated in the home since the suspension notice was served. Ofsted is not aware of any information which suggests otherwise. The provider had previously forwarded written confirmation to Ofsted, from the placing authorities concerned at the time, that the two young people accommodated on 2 February had been found alternative accommodation.

p.1

This monitoring visit

The home has complied with the suspension notice.

p.1

This monitoring visit

The provider submitted an action plan following Ofsted issuing the notice of suspension. The action plan included a number of revised policies and procedures. These included a new admission and matching procedure, a revised statement of purpose, and an updated recruitment process and staff training plan. The new Inspection report for children’s home - monitoring visit: SC022880 2 documents confirmed that the provider has improved the quality of the policies and procedures.

p.1

This monitoring visit

The provider has taken a number of positive steps to improve the home. This has included the appointment of a new manager and a proposed new responsible individual. Both appointees appear to have relevant experience within residential care. However, Ofsted has yet to receive an application to register the new manager or formal notification that the provider is putting forward a new responsible individual for the home.

p.2

This monitoring visit

The provider confirmed that care staff had been ‘laid off’ following the suspension of the home. The provider’s action plan highlights that staff who previously worked at the home will undergo a new and more robust recruitment process before being re- employed. In addition to this, new staff will be employed to complement the staff team.

p.2

This monitoring visit

The home has met one of the requirements made at the previous full inspection. The provider forwarded an appropriate fire safety certificate which confirms that the home meets fire safety standards.

p.2

This monitoring visit

As the home has been suspended, the majority of the requirements made at the previous full inspection cannot be assessed. Therefore, those requirements remain.

p.2

This monitoring visit

In conclusion, Ofsted has decided that the suspension notice will not be lifted on this occasion. The provider has made a number of improvements to the home. This has included the appointment of a new manager and a new person to take over as the responsible individual. The provider, along with the new manager and the new person expected to take over as responsible individual, has reviewed and improved a number of the home’s policies and procedures as part of the home’s overall action plan. However, Ofsted has yet to receive an application or formal notification of the proposed changes to the two key managerial positions in the home and no other care staff are currently employed.
