p.1
Information about this children’s home
The registered manager left with immediate effect following the full inspection on 22 January 2020.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection on 21 to 22 January 2020. Following this inspection, a case review was held. At this case review, it was agreed that two compliance notices under regulation 12 and 13 would be issued.
p.1
This monitoring visit
This monitoring visit was undertaken to assess the provider’s compliance with addressing the steps identified in these compliance notices.
p.1
This monitoring visit
The responsible individual and the deputy manager are providing the management and leadership arrangements for the home while recruitment for a new manager is ongoing.
p.1
This monitoring visit
The provider identified that the child was not making sufficient progress, and that staff could no longer provide a safe environment for them. Consequently, the child who was placed in the home has now moved on. No further children have been placed in the home.
p.1
This monitoring visit
The staff’s understanding of the risks that children may be exposed to has improved. The provider has now ensured that a range of face-to-face and online training Inspection report for children’s home – monitoring visit: 2516658 2 opportunities are available to staff. Staff have completed a range of training courses covering safeguarding, physical restraint, substance misuse, child sexual exploitation and child criminal exploitation and county lines, depression and suicide, and trauma in children’s homes. As a result, staff are better equipped to recognise and respond to children who may be exposed to a range of potential risks.
p.1
This monitoring visit
Staff respond appropriately when children go missing from the home. When these incidents occur, they are quick to follow children and search all the local areas. The staff seek additional support from the police to ensure that children are returned to the home quickly. Parents and all of the relevant agencies are notified of these incidents and the children’s risk assessments are updated. The responsible individual confirmed that an independent return home interview was not conducted on one occasion. This is a missed opportunity to reflect, learn and inform future care planning. The responsible individual accepted this and noted that this had been raised by the new independent visitor as an area for improvement.
p.2
This monitoring visit
The provider and staff are aware of local services that can support them in helping children to become increasingly safe. Despite a referral being made to the fire and rescue service and a visit taking place, the child refused to engage in this. Staff are also aware of the local drug and alcohol services, and have spoken to the child about accessing these services and support. Despite this, the staff’s efforts to promote safer decision-making around fire-setting and substance misuse, the child was reluctant to engage in these services prior to their departure from the home.
p.2
This monitoring visit
The home’s statement of purpose has been reviewed to ensure that it reflects the behaviour management techniques used in this home. It is evident from records of staff supervision that staff are encouraged to discuss the home’s statement of purpose. This helps the staff to understand the expectations placed on them so that they can deliver the aims and objectives identified in this document.
p.2
This monitoring visit
The provider has taken sufficient steps to improve the external monitoring of the home. The provider has recruited a new independent visitor to complete these monthly visits.
p.2
This monitoring visit
The responsible individual has yet to ensure that sufficient internal management monitoring systems are in place. Although a recent regulation 45 report has been completed by the deputy manager, the responsible individual is still unable to ensure that all areas for development are identified.
p.2
This monitoring visit
The responsible individual was not aware that there continue to be gaps in the recruitment process, despite this being raised at the last inspection. This means that safe recruitment practice is not maintained. Furthermore, the responsible individual was unable to confirm that the staff had completed training in regard to the delivery of effective key-working sessions, and had failed ensure that the home’s risk assessment was updated as requested by the fire service.
