p.1

The provision is inadequate

Children have very limited opportunities to play, learn and develop at this setting. The childminder does not understand their role and responsibilities within the early years foundation stage (EYFS) and how children learn best. Children are restricted to very few resources that do not stimulate them and are not appropriate for their age and stage of development. For example, the childminder gives young children a 24-piece puzzle to complete when they have not previously been able to complete much simpler puzzles. As a result, young children appear bored and do not get the enjoyment, problem-solving and success associated with completing puzzles. The childminder creates a very controlled environment, and children conform to the expectations for behaviour. Children spend long periods sitting without resources and communication to capture their interest and excite them. They do not show the curiosity and exploration typical of children their age. The

The provision is inadequate

childminder lacks the skills to engage young children, such as during story time, and uses very basic language with children, which limits their communication development.

need to do better?

n Since the last inspection, the childminder has not taken enough action to meet the requirements of the EYFS and improve knowledge and understanding of how to meet children's learning and development needs. As a result, children fail to thrive at this setting, and their safety and well-being are compromised. n The childminder lacks understanding of their role and responsibilities. For example, the childminder has failed to notify Ofsted of changes which may affect their suitability to remain registered, as required. n The childminder is caring towards children but does not fully carry out the role as their key person. For example, the childminder does not plan and provide opportunities for children to learn and progress to the next stage in development. This does not support children to become active learners and limits the overall progress children make. n The childminder does not obtain written permission from parents for the

administration of medication and does not record when medication is administered. Failure to do so could put children at potential risk of harm. n The childminder does not understand their responsibilities under the Data Protection Act 2018. For example, confidential records about children are not stored securely. n Children do not learn about people and their community beyond what they already know and have experience of. This is because the childminder lacks knowledge and understanding of diversity and their role in helping children to learn about differences and preparing children for life in modern Britain. n The childminder continues to lack understanding of how to observe and assess

12 February 2020 children's development and use this information to plan appropriate activities that meet their individual learning needs. n The childminder does not ensure that the premises are safe for young children. For example, there are hazards such as deep buckets of water and sharp, metal poles sticking out of the concrete in the garden where children play. n Parents describe the childminder as 'loving', 'caring' and 'hardworking'. They say that their children have formed 'healthy and positive' relationships with the childminder.

p.2

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder does not know the procedures to follow to protect children from harm. The policy for safeguarding children does not include the action to take if there are concerns about children's welfare or in the event an allegation is made against anyone living or working on the premises. The childminder has not undertaken a course to be able to act as the lead person responsible for safeguarding, in line with the local authority and local safeguarding partnership guidance. Furthermore, the childminder does not have regard to the government's statutory guidance for safeguarding, including the 'Prevent' duty. As a result, the childminder is unable to identify, understand and respond to safeguarding concerns, including wider issues such as extremism.
