p.1

The provision is inadequate

Weaknesses in the childminder's knowledge and understanding of child protection have a significant impact on children's safety. Children are not supported well enough to learn how to begin to self-regulate their behaviour and feelings. They do not recognise when their behaviour is unacceptable or consider how their behaviour affects others. This is because the childminder does not manage children's behaviour in a positive way. Children's self-esteem is not raised. This has a direct impact on children's learning. Children do not acquire the skills they need to become confident and motivated learners. At times, high noise levels hinder children's learning. They struggle to be heard as voices continually rise. That said, the children make close relationships with the childminder. She recognises when they need comfort. Younger children's personal care needs are well supported. Most children settle quickly in her care. They enjoy the activities provided. Children

begin to develop their early mathematical skills. They learn to count, during play and through routine daily activities. Children visit a local library during the week and socialise with other children.

p.2

need to do better?

n The quality of teaching is not yet good enough. At times, activities do not focus on the needs of individual children. Although the childminder introduces some interesting activities, she places unrealistic expectations on children. While children thread cereal onto pipe cleaners they are told not to eat the cereal. But children really like the taste, so find the request difficult to comply with. n Different-coloured pom-poms in a large tray help children to look at colours and textures. They develop their fine motor skills as they use tweezers to select each pom-pom from the tray. They smile and engage well as they fill and empty containers. Children start to learn how numbers are represented in different ways, as they count buttons and match to the number. That said, activities are not always adapted well for the different ages of children. n The childminder does not keep up to date with her professional development.

p.2

need to do better?

She does not always model language well and in a positive way to encourage children to extend their vocabulary. That said, children are making progress. Accurate assessments of children identify the next steps for each child. However, the childminder does not complete the progress check for all children between the ages of two and three years so that any gaps can be swiftly addressed. n The childminder too often uses negative language. This does not help children to think about their behaviour. As a result, children's behaviour is poor. Children receive little praise. Ineffective strategies for managing behaviour focus on the child rather than the behaviour. When behaviour is challenging the childminder is unable to resolve situations in a calm and reflective manner. Poor behaviour escalates quickly and results in children becoming aggressive and upset.

p.2

need to do better?

6 February 2020 Children do not learn simple rules to help them manage their own feelings and those of others. Turn taking and sharing is not a high enough focus to help children play harmoniously. n Relationships with parents are forged when children start a placement. A daily record helps parents to see what the next steps are for the children in their learning. The childminder works with other settings children attend to provide some consistency in care and learning. n The childminder teaches children about good hygiene practices. They regularly wash their own hands during the day. Older children are becoming independent in their own self-care. The childminder recognises signs when children are tired or upset. She talks to children to provide some reassurance while they are being changed so they feel secure. n The childminder introduces children to our diverse society through a range of equipment and resources. Children begin to learn about different people outside

of their own experiences. They socialise with other children in the local community. n Effective risk assessments help to keep children safe in the childminder's home. The premises are safe and secure. Daily checks help to identify and minimise any risks to children in the environment. As a result, children can play and learn in safety.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder has a poor understanding of child protection, although she is familiar with some basic signs and symptoms that may indicate that a child is more vulnerable to risk of abuse. She has no knowledge of the wider range of indicators that may present as a risk to children, such as radicalisation. She is unfamiliar with specific forms of abuse that females may be at risk of. She does not believe that children attending would be subject to these issues. As a result, she would be unable to identify children who may present as at risk or take the correct course of action to help safeguard children. This significantly compromises children's safety and well-being.

Inspection activities

n A tour of the premises was conducted with the childminder. This considered how effective risk assessments are in minimising risks to children. n The inspector spoke to the childminder and children during the inspection. She observed activities taking place with the children and the impact teaching has on children's learning. n A range of documentation was viewed by the inspector. This included evidence of checks on the suitability of adults. The inspector also saw a sample of policies and procedures and children's learning journals.
