Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Requires improvement Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Although children are happy at the setting, the childminder does not fully ensure their safety and well-being. The childminder leaves her assistant who has not yet been deemed suitable unsupervised with children. In addition, she sends her assistant on school pick-ups without ensuring she has a valid paediatric first-aid certificate. This means that the welfare of the children is at risk should there be an accident.

p.2

The provision is inadequate

Children enjoy the resources the childminder has set up for them. However, the weakness in the childminder's teaching skills and her expectations of children have an adverse effect on their learning. Children are not supported effectively enough when they explore resources and activities. This means their learning is not aided and extended.

p.2

The provision is inadequate

Children like singing songs and watching nursery rhymes on the television. Although the childminder talks with the children during activities, occasionally this is not stimulating enough for young children to develop their communication skills further. This has an impact on children with special education needs, especially as they are not consistently supported in this area.

p.2

The provision is inadequate

Children demonstrate good behaviour and a positive attitude towards learning. They follow instructions and play respectfully together. However, the childminder's strategies of how to promote positive behaviour in children are not always appropriate and need to improve with her overall practice and teaching skills. For example, children are not supported to understand about why they should or should not behave in a certain manner.

p.2

The provision is inadequate

Children do not have access to daily outdoor activities. This does not support their physical and mental health development, and has an impact on children who learn best outdoors.

p.2

need to do better?

n Despite the childminder taking positive steps to address the previous actions, she is unable to identify weaknesses and any breaches in her provision. Although she has improved on her recruitment procedures, they are not effective enough to safeguard children. For example, she does not check references thoroughly enough to ensure they are valid, when employing assistants. n The childminder has a poor understanding of how young children learn, which reflects on her practice and teaching skills. She is not consistent to follow the children's lead when they are exploring the resources or activities available to

9 January 2020 them. In addition, she does not support their learning according to their ability and age. For example, younger children who are just starting to enjoy babbling are expected to learn the letters A, B and C, even though the next stage for them would be to imitate sounds. When opportunities arise to extend children's communication skills during play the childminder fails to support this. n The childminder does not wait for the suitability checks to be completed for her assistants before allowing them to provide children with personal care, and leaving them unsupervised with children. This puts children at risk and shows the childminder's poor understanding about her role and responsibility to safeguard children. n The childminder does not ensure she includes daily outdoor play in her planning, even though it is a requirement. This does not support those children who learn best outdoors. n The childminder and her assistant undertake some training, such as

safeguarding and how to improve the quality of the setting. However, she is not always able to implement the new gained knowledge effectively in her provision to improve outcomes for children. n Parents comment positively about the provision. They are happy with the daily feedback they get about their children and the support the childminder offers them to help children continue their learning at home. The childminder uses a daily communication book to ensure parents know what their children do during their stay with her.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The weakness in the childminder's understanding about her role and responsibility has a negative impact on safeguarding children. She allows her assistant, who has not yet been deemed suitable, to be alone with children and provide personal care, such as changing children's nappies. She has improved the learning environment for children, making it more stimulating and ensuring children have enough space and there are no hazards for them. The childminder and her assistant have an adequate understanding about the safeguarding procedures should they have a concern about a child. They are aware of the signs and symptoms that a child may be at risk, and which agencies with statutory responsibilities to report to.

Inspection activities

n The inspector looked around the areas of the setting available to children, in order to understand how the early years provision and the curriculum are organised. n The inspector held discussions with the childminder, her assistant and children at appropriate times during the inspection. n A joint observation was completed, and the practice evaluated and discussed by the childminder and inspector. n The inspector looked at a sample of the childminder's documents. This included evidence of suitability checks and records of children's development tracking, including their starting points.
