p.3

Recommendations

 Regulation 19(2) details sanctions that are prohibited in behaviour management. Any sanctions used to address poor behaviour should be restorative in nature, to help children recognise the impact of their behaviour on themselves, other children, the staff caring for them and the wider community. In some cases, it will be important for children to make reparation in some form to anyone hurt by their behaviour and the staff in the home should be skilled to support the child to understand this and carry it out. (‘Guide to the children’s homes regulations including the quality standards’, page 46, paragraph 9.38)

p.3

Overall experiences and progress of children and young people: outstanding

Research in attachment and trauma supports the staff to provide a model of care that they understand. As a result, they use therapeutic strategies and provide nurturing parenting.

p.3

Overall experiences and progress of children and young people: outstanding

Relationships between the carers and the young person are strong. They are trusting, respectful and transparent. Because of this, the young person was fully involved in the inspection process.

p.3

Overall experiences and progress of children and young people: outstanding

The young person receives outstanding care from carers who want the best for her. They advocate exceptionally on her behalf. For example, they involved the children’s rights commissioner because the young person is not receiving her education entitlement. Inspection report children’s home: SC471058 4 The young person is making progress in all aspects of her life. In the absence of formal education, the carers and the young person are all attending sign language classes. They are all working towards a qualification together. This forms a small part of an interim education package to ensure that learning takes place.

p.3

Overall experiences and progress of children and young people: outstanding

The presence of a pet dog in the home has proven to be beneficial and therapeutic for the young person. The dog helps the young person settle at night and to thereby avoid the use of medication.

p.4

How well children and young people are helped and protected: outstanding

The young person has clear and consistent boundaries. Staff take every opportunity to support the young person to keep herself safe. For example, staff help the young person to reflect on her emotions. They support her to manage them better at times of distress. The young person can identify incidents that she now manages better because of the help she receives.

p.4

How well children and young people are helped and protected: outstanding

The young person told the inspector that she feels safe, secure and loved. She said that the relationships she has with the staff and her care help her to make positive choices. This helps her feel calmer and more in control of her behaviours and emotions. As a result, incidents are reducing and are less serious.

p.4

How well children and young people are helped and protected: outstanding

Leaders and managers have effective systems in place to ensure that they are aware of concerns. They understand risks and respond effectively. Risk assessment and safety planning are of an excellent standard. This has resulted in serious risks being significantly reduced.

p.4

The effectiveness of leaders and managers: good

The registered manager leads by example. She is inspirational and child centred. She sees herself and the carers as a family who lives with and supports the young person. Every aspect of parenting focuses on the needs and progress of the young person. A shared ethos places the young person at the centre of this home.

p.4

The effectiveness of leaders and managers: good

The registered manager provides clear and robust guidance for staff. Records are easy to read and understand. Staff understand expectations of them. This ensures that they manage the complex needs of the young person and she is making progress.

p.4

The effectiveness of leaders and managers: good

Leaders and managers provide ongoing learning and good support to the staff. Staff are provided with good training and have access to a therapy team. This helps them confidently provide stable, consistent and bespoke care.

p.4

The effectiveness of leaders and managers: good

The arrangements in place for the safe keeping and administration of medication are effective. However, one recording error identified during this inspection was of concern. This error has not affected the care of the young person. Inspection report children’s home: SC471058 5 Consequences are not recorded in line with regulation. As a result, oversight is weak. The young person told the inspector that she was unhappy with the current arrangements for consequences and feels they are too rigid. The registered manager acted to address this during the inspection.

p.4

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
