p.1

The provision is inadequate

Children's safety is compromised. The childminder has not followed the correct procedures to ensure the suitability of her assistants. Assistants whose suitability has not been checked are left in sole charge of children. Furthermore, the assistants' safeguarding knowledge is not robust. Despite this, children are generally happy in the childminder's care and they have established some close bonds with her. They arrive confidently and warmly greet the adults and their friends. They enjoy some small-group activities, such as completing puzzles and taking part in story sessions. Children also enjoy playing in the garden where they ride wheeled toys and enjoy the freedom of running around. This helps to extend children's social and physical skills. The childminder has systems in place to track and monitor children's' progress. However, adults do not consistently offer high- quality teaching and support as children play. The lack of interesting opportunities

available means that children become quickly distracted and do not consistently persevere in their chosen tasks. As a result, children are frequently bored and sometimes frustrated, including when they have to wait for long periods seated in the high chairs. Older children who return from a morning at nursery are independent as they change out of their school uniforms. They ask for help when they need it and attempt new tasks confidently. Children are well behaved. They listen to instructions and follow these well.

need to do better?

n The childminder and her assistants do not always recognise when to challenge and extend children's abilities, to help them learn as much as possible. They are overly occupied with domestic tasks and do not fully engage with the children to stretch and challenge them. In addition, they do not always respond to children's requests or use questioning techniques to help expand children's learning. n The childminder does not provide adequate activities to maintain children's interest. Some children engage in building with construction toys, puzzles and role play. However, the lack of appropriate preparation means that some activities are without purpose. For example, older children show some interest in animal and dinosaur figures in a tray of snow. However, when this was presented again for the afternoon session they quickly lost interest, with very little else to keep them occupied. n Some activities organised by the childminder and her assistants occupy some

children for short periods of time during free play. Children learn about the environment and the world through different topics and by celebrations at different events through the year. They take part in singing and learning words in Spanish and German. n The childminder is working to develop her assistants' skills by reinforcing

30 January 2020 systems of effective communication. However, they do not follow the day-to-day plans consistently. Assistants are insecure about what activities to provide for children. Their lack of confidence in their role has an impact on their communication, how they plan activities and their capacity to meet individual children's needs. n The childminder and her assistants are trained in child protection and have a policy and procedure in place. However, on occasions, assistants lack the confidence to consistently put this procedure into practice. n Children who sleep in their buggies are not monitored effectively. Buggies are placed in the house while the adults stay in the main playroom at the end of the garden. A sound-based baby monitor is in use. However, this is not sufficient to ensure the safety of the children, as the adults cannot always hear it when children are playing. n Children do not always receive the individual support they need to help them

progress as quickly as possible. Opportunities for children to be independent are overlooked, for example washing their own hands before meals and eating and drinking independently. n Parents say they are happy with the care their children receive. They get useful guidance from the childminder about their children's behaviour so they can be consistent at home. They say that they appreciate that their children are learning to behave well. For example, the childminder reminds children to play safely and to be careful of themselves and others.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder shows a lack of understanding of safeguarding requirements. There has recently been a high turnover of assistants. The childminder regularly leaves those who have not had their suitability checked alone with children. This compromises children's safety and well-being. The childminder does not have effective systems in place to check her assistants' skills and practice. Assistants are not aware of the procedures to follow to keep children safe and protect their welfare. Risk assessments for children when they are sleeping are not robust and procedures for evacuating sleeping children are not adequate. Children sleep in double buggies, wearing coats, in the main house. At times when the childminder and her assistants are in the playhouse children are not monitored sufficiently.
