p.1

The provision is inadequate

There are weaknesses in the childminder's knowledge and practice and, as a result, she has failed to meet a number of legal requirements and has not addressed all the weaknesses identified at the last inspection. This compromises children's welfare. Despite this, children are warmly welcomed into a caring family home by the childminder, her co-childminder and their assistant, and this supports children's emotional well-being. The childminder has not, however, notified Ofsted of the assistant. She has also not ensured that her assistant receives regular supervision to support her practice, and this was raised at the last inspection. The childminder has also not engaged in any recent professional development herself, to maintain and enhance her knowledge and skills. Consequently, the childminder does not have a secure understanding of all aspects of the early years foundation stage curriculum. She does not use what she knows about individual children and their

stage of development, to help her plan suitably challenging learning experiences. At times, her expectations for what children can achieve are not high enough. That said, children enjoy coming to the setting. They engage in some fun and interesting activities and demonstrate good levels of concentration for their young age. Children behave well.

p.2

The provision is inadequate

The childminder has developed sound relationships with parents. They comment positively on the level of care provided. However, the childminder has neglected to provide all parents with their child's progress check at age two, as required. The childminder has also not established links with other settings that children attend to help enhance continuity of children's care and learning. The childminder does not maintain an accurate record of children's attendance. She does not record the actual times children arrive and leave the setting, as required.

need to do better?

n The childminder has not successfully addressed the weaknesses identified at the last inspection. For example, although her co-childminder has notified Ofsted of the assistant working with children, the childminder's lack of understanding of requirements means that she has failed to do the same. The childminder does not have a sufficient understanding of the notifications that need to be made to Ofsted. n The childminder does not keep a written record of children's actual hours of attendance. She records their contracted hours, which do not always match when the children have actually been present. For example, she records children's departure times when they are still at the setting or records children as being present when they are actually on holiday. This compromises children's safety. n The childminder has attended mandatory training, such as safeguarding and first

17 December 2019 aid. However, she has not focused on her professional development sharply enough to raise the quality of teaching and learning for children. n The childminder has not successfully addressed the action raised at the last inspection to provide adequate training to all adults working with children. She has not established any system of supervision for her assistant. As a result, she has failed to provide any support for her assistant's ongoing performance and training needs. n The childminder does not share information with other settings that children attend, to help promote more continuity in their learning experiences. n The childminder undertakes sound assessments of children's learning. However, she does not always use this information well enough to plan an ambitious and challenging curriculum. For example, she provides jigsaw puzzles that children can complete easily and does not consider introducing more complex puzzles to

offer more challenge. The childminder does not fully support children to develop detailed knowledge and skills across the seven areas of learning. For example, she has not considered the use of technology in her setting to help develop children's understanding of the world. n The childminder completes the required progress check for children in her care between the ages of two and three years. She assesses the children's abilities well, although the next steps she identifies are not very detailed. The childminder has not, however, provided all parents with their child's progress check. This means that they are not able to share it with other relevant professionals as necessary, such as at the child's health and development review at age two. n The childminder is kind and caring. She is a good role model and children clearly feel at home. They know where to find resources and are confident to access toys independently where possible.

p.3

need to do better?

n The childminder does plan and provide some interesting activities with her co- childminder. For example, children plant bulbs in the spring, make cakes, have fun printing with potatoes and visit local parks and groups, where children learn to socialise with others.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Although the childminder knows which children attend each day, she does not accurately record their times of arrival or departure. The childminder does not carry out any form of supervision for her assistant and assumes her ongoing suitability, merely because she has known her for a number of years. This has an impact on children's safety and welfare. The childminder, her co-childminder and the assistant have, however, completed safeguarding training. The childminder knows the procedures to follow and who to contact should she have concerns about a child's welfare.,
