p.1
The provision is inadequate
Children's safety is comprised. Children are not always cared for by the correct number of adults. This has an impact on their safety. Furthermore, children are not fully protected from harm as the childminder's assistant does not have a good enough understanding of safeguarding procedures. The childminder has not kept Ofsted informed about all people who work at the premises where children are cared for. This could potentially put children into contact with adults whose suitability has not been checked.
p.2
The provision is inadequate
Children are not supported well enough to enable them to have a positive attitude to learning. The childminder and her assistant do not have high enough expectations of children. They do not always challenge them to ensure that they are provided with good-quality learning experiences. Children's learning is not supported well enough. The childminder does not gather information from parents about children's abilities when they first start. However, children demonstrate that they are happy. They snuggle into the childminder to share their experiences and thoughts with her.
p.2
The provision is inadequate
The childminder works with her co-childminder and their assistant. They offer children plenty of space to explore and investigate their surroundings. Children have access to a suitable range of toys and resources.

need to do better?
n The childminder does not always ensure that the required adult-to-child ratios are maintained. This means that the safety and needs of children are not always effectively met. n The childminder's assistant collects children from pre-schools and schools on her own. She does not have a paediatric first-aid certificate in place. The childminder has not considered this when organising her staff, in order to keep children safe. This means that children are not fully protected should they have an accident while in the care of the assistant. n The childminder has not provided Ofsted with information about all individuals who work on the premises. She has not notified Ofsted that, on occasion, she cares for children at an additional premises. Furthermore, she has not made sure her assistant is aware of the procedure to follow if an allegation of harm is made against herself, her assistant or other people who work or live where care

is provided. This compromises children's safety. n The childminder does not identify professional development opportunities for herself and her assistant to help them to provide children with good-quality education. They do not challenge children enough when they play alongside them. Therefore, children do not make as much progress as possible in their

25 November 2019 learning. n The childminder lets parents know about their children's day. For example, she sends them photographs of their children playing. However, when children first start, she does not gather enough information from parents about children's prior learning to help her to plan for their development. n The childminder does not consistently support parents with their children's learning at home. This means that parents are not able to encourage their child to develop the skills that they need to learn next. n The childminder encourages children with their literacy skills. For example, she asks older children to recognise letters of the alphabet that are in their name. This helps children to learn some skills in preparation for their move on to school. n The childminder uses the curriculum to provide opportunities to broaden children's experiences. For example, she takes them to children's groups and to

visit different places, such as the church. This contributes to children's understanding of their local community. n The childminder encourages children to be independent. Children wash their hands prior to eating. n The childminder praises children's achievements. For example, she says, 'Well done.' This helps to raise their self-esteem. Children value the praise they receive and behave well.

Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
Children's safety is not assured. This is because the childminder does not ensure that the appropriate adult-to-child ratios are maintained. Her assistant does not hold a current paediatric first-aid certificate and is occasionally left alone with children. The childminder has not informed Ofsted of changes to the people who work at the different premises that she uses for minding children. The childminder's assistant does not understand the procedure to follow if an allegation is made against any adults who work and live on the premises.
