Inspection report for residential family centre - monitoring visit: Duckett Road RFC 1 Duckett Road RFC 13 Duckett Road, London N4 1BJ Monitoring visit
p.1
Inspected under the social care common inspection framework
p.1
Information about this residential family centre
This residential family centre is a privately owned company, which specialises in providing independent parenting assessments and support. The centre provides care and support for up to five families.
p.1
This monitoring visit
Ofsted conducted a monitoring visit of this residential family centre on 15 October 2019. This was as a result of Ofsted receiving two complaints against the service.
p.1
This monitoring visit
Ofsted conducted a second monitoring inspection of the service on 16 January 2020 to check the provider’s progress in resolving the shortfalls identified at the first visit. The centre’s responsible individual was present for most of the visit. The previous monitoring visit highlighted the following issues:
p.1
This monitoring visit
concerns about how staff managed a serious safeguarding incident; staff’s failure to follow expected safeguarding protocols; staff’s inability to make effective use of closed-circuit television (CCTV) at the time of the incident; that there was a delay in forwarding an incident report and CCTV recording to the placing authority; staff failed to report other incidents relating to this child to the placing local authority; that there was a delay in staff forwarding weekly summaries and updated information to the placing local authority; Inspection report for residential family centre - monitoring visit: Duckett Road RFC 2 the provider failed to promptly notify Ofsted of the incident. Information shared was insufficiently detailed; a second complaint alleged that families did not promptly receive the centre’s welcome pack; it was alleged that upon families’ arrival, bedrooms are not clean and that a

bedroom window was broken; it was also alleged that some staff do not act in a respectful, professional manner towards the families. In addition, a review of the provider’s progress in addressing the shortfalls identified at the last inspection of 2 May 2019 was undertaken. The following issues had been highlighted:
p.2
This monitoring visit
staff’s poor administration of families’ medication; shortfalls in the safe vetting of staff; the poor quality of some file records; the inconsistent support and supervision of staff.
p.2
This monitoring visit
This monitoring visit found that most of the identified shortfalls have been resolved. However, two shortfalls remain unresolved. These are management failure to recruit staff in line with safe recruitment guidelines and staff’s failure to accurately record families’ medication information.
p.2
This monitoring visit
The review of four personnel files highlighted gaps in the vetting information. Three personnel files did not contain evidence of staff’s proof of identification as required. Confirmation of staff’s relevant qualifications was also missing from the files. A senior staff member’s file contained only one of the two required written references. This individual’s job application form did not provide an explanation for gaps in her employment history. Recruitment practices are not thorough. This does not confirm that staff are suitable to work with vulnerable children and adults.
p.2
This monitoring visit
Records of families’ medication information are not consistently accurate. In one case, a recording error was noted. This meant that it was not possible to determine whether a child had been given their prescribed medication on an identified date. This is not safe medication practice.
