p.1
The provision is inadequate
Children's welfare and safety are compromised. The childminder has a poor understanding of the safeguarding and welfare requirements of the early years foundation stage framework. She fails to ensure that her assistant has a strong knowledge of safeguarding issues and has failed to complete all the required checks to ensure that assistants are suitable for their role. This puts children at significant risk of harm. The childminder does not ensure that children's dietary requirements are followed at all times. During an activity, children are given food to play with that they are not allowed to eat. The childminder tells children not to eat it, but they put their fingers in their mouths. This compromises their well-being and does not follow children's and parents' dietary wishes. The childminder does not have high expectations for children's behaviour. As a result, children do not behave well. They struggle to manage their emotions and to understand

boundaries. At times, this leads to a chaotic environment where children's learning is affected. That said, the children have developed bonds with the childminder and her assistant and go to them for cuddles. The childminder does not assess children's learning well enough. She does not have an accurate picture of their level of development. As a result, she is not able to provide appropriate activities to support children to make the progress of which they are capable. For instance, there is no adaption in her teaching during activities to support children's different ages and abilities.

need to do better?
n The childminder does not ensure that she follows safer recruitment to ensure her assistant is suitable for her role. This compromises children's safety and well-being. n The childminder lacks understanding of how to deal with children's behaviour. She does not support children well to deal with their emotions, and as a result, children shout and argue with her. Children are particularly distressed when the childminder takes them away with no explanation from activities they are interested in before they are finished playing. n The childminder does not provide children with good opportunities and experiences to support their overall progress. This is because the childminder does not have a secure understanding of how to assess children's learning and development. As a result, children are not provided with relevant activities for their age and stage of development. For instance, the one planned activity has

the same learning outcome for all children and does not take into account where each child is in their development. n The quality of teaching is often weak. The resources and activities on offer are not always responsive to the needs of the children. As a result, children become bored, although during one activity some children stayed engaged for a short

14 January 2020 period experimenting with colour mixing. Overall, the childminder does not plan engaging activities that link to the children's development needs and interests. n The childminder does not recognise, identify or address weaknesses in teaching and practice. She has not accessed any support to improve her practice. This significantly compromises children's care and learning. The childminder does not provide appropriate support and training to ensure her assistant fulfils her safeguarding roles and teaching responsibilities. She does not tackle the poor level of quality of teaching and fails to oversee the learning experiences for children effectively. n Parents are complimentary about the childminder and they comment that their children are happy in her care. The childminder updates parents about what their children are doing on a day-to-day basis. n Children benefit from a range of outings with the childminder. For instance, they

visit local parks and attend weekly toddler groups to help children learn about people and communities.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder does not follow effective recruitment processes to ensure all assistants working with children have the skills and knowledge needed to fulfil their role. In addition, she allows her assistant, whose suitability checks have not been completed, to change children's nappies and help children with their toileting unsupervised. This means that children's safety cannot be assured. The childminder does not ensure that her assistant is aware of her responsibilities in regard to safeguarding. The assistant is unaware of the possible signs of abuse and does not know the procedure to follow if an allegation was to be made against an adult. The childminder recognises the signs and symptoms that could indicate a child is at risk of harm or abuse. Furthermore, she understands the safeguarding procedures she would follow if she had concerns about a child in her care.
