p.1

The provision is inadequate

Risk assessments are not effective and there are a significant number of new potential risks in the environment since the last inspection. The childminder does not demonstrate any continuous improvement in her practice. This compromises children's safety and well-being. The fire exit is blocked, which means children are not safeguarded in the event of a fire or emergency. In the kitchen the work surfaces are covered with potential hazards, and in the front room there are even more risks. The resources and equipment in the front room are not organised in a way to meet the needs of the children. There is insufficient floor space because of the hazards and clutter, which hinders children's learning and development. Children are not given daily opportunities for activities outdoors, which significantly hinders their well-being and health. The childminder does not have high enough expectations for the children, because she does not provide a safe environment or

develop their speech. There are limited opportunities for children to develop their communication and language, to help prepare them for school. The childminder welcomes children when they arrive and is kind and caring towards them. Young children are happy. They smile and interact with unfamiliar adults.

p.2

need to do better?

n The childminder does not ensure risk assessments are effective. This was an area for development at the last inspection that has not been actioned. Risks have significantly escalated. The childminder does not take steps to minimise potential danger to children and this compromises their health and well-being. In the kitchen the work surfaces are covered with hazards; for example, a large block of knives and an iron that was left on the edge of the worktop. The hazards extend to the front room and include two large clothes dryers, piles of clothing and numerous hazardous objects that are accessible to young babies and children. n The childminder does not have a sufficient understanding of child development and promoting children's language and communication skills. She does not provide a rich language environment to support younger children to learn new vocabulary. She fails to help them develop the skills they need for their future

lives. n There is insufficient floor space for children to play freely without bumping into each other. Children cannot enjoy playing with the resources because the toys are positioned too close together and children are restricted in their movements. During the inspection they became bored and began to climb furniture and pick up hazardous items on the floor. n The fire exit is blocked by large baby buggies. This means that, in an emergency, the childminder and children could not escape the premises immediately. Children are not sufficiently safeguarded.

p.2

need to do better?

13 January 2020 n Partnerships with parents are satisfactory. Parents are complimentary about the bonds their children have with the childminder and report that their children are happy to attend. They are happy with the progress their children are making. n The childminder has updated her safeguarding knowledge. This was an action set at the last inspection. She has worked with the local authority advisers to obtain support and guidance. However, any learning is not reflected in her practice as she has not evaluated all the weaknesses in her provision. There are now more concerning areas for development than at the previous inspection and children's needs are not being met. n Young children follow instructions well. For example, during nappy changing they know to lay down on the changing mat. They understand how to hold their water cups and feed themselves. Children are generally well behaved. However,

they have to be constantly reminded not to climb on small chairs to reach hazards on the large table and all around the front room, which is the main play space. n The childminder is aware of children's backgrounds and obtains a few key words from parents to speak to children in their first language. This appropriately supports children to settle when they start at the childminder's provision. n Children do not have daily opportunities for outdoor activities. This hinders their developing physical health and welfare. Children who learn better outdoors are not having these opportunities. They are unable to explore the wider environment and learn about the world from different perspectives.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder does have an appropriate understanding of how to identify possible signs and symptoms of abuse. She understands how to follow reporting requirements to help keep children safe from harm. The childminder has improved her knowledge of how to follow safeguarding procedures in the event of any allegations of abuse made against household members. She is alert to any signs of extreme views and behaviours. However, the significant risks posed to children in the childminder's home mean that children are not safeguarded effectively.
