Inspection report for children’s home - monitoring visit: SC392712 1 SC392712

p.1

Capstone Care Provider Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home provides care and accommodation for up to three children and young people with social and emotional difficulties. The home is owned by a private company.

p.1

Information about this children’s home

The registered manager has been in post since 2012 and is appropriately qualified.

p.1

This monitoring visit

On 20 and 21 November 2019, a full inspection was carried out, and the home was judged to be inadequate in all areas. Following this inspection, Ofsted issued a compliance notice in respect of regulation 12. This visit was to monitor the action taken in respect of this notice and the progress made by the children’s home since its last Ofsted inspection.

p.1

This monitoring visit

At the full inspection, the home was judged as inadequate due to serious shortfalls in safeguarding and in leadership and management. The shortfalls specifically related to the management of missing from care episodes.

p.1

This monitoring visit

Shortfalls were found in staff knowledge and understanding of risk and risk management and in their response to children being missing from the home. Risk assessments, care plans, missing from home protocols and processes were not routinely updated and provided conflicting information. Staff did not follow protocols correctly, leaving children at risk for long periods. Staff learning from incidents was insufficient. Staff working at the home were not sufficiently trained or experienced. Staff were not knowledgeable about the children they were caring for and had little understanding of the children’s vulnerabilities. Training for staff, across many safeguarding areas, was not up to date.

p.1

This monitoring visit

The action taken since the inspection in respect of the compliance notice has been Inspection report for children’s home - monitoring visit: SC392712 2 reviewed at this monitoring visit and the notice has been met. The registered manager has held a series of in-depth group supervisions and team meetings and has provided training opportunities for all staff. This activity has focused on staff taking responsibility for their work, their duty of care, understanding missing from care protocols, decision-making and understanding the assessment and management of risk. This has been followed up with individual supervisions and scenario-type questions for staff. As a result, staff understand risk assessment and management and they understand the protocols to follow when a child is missing.

p.1

This monitoring visit

There has been one incident of a child going missing from the home since the last inspection. This incident was handled very well by staff, who followed protocols, ensuring that the child was safe.

p.2

This monitoring visit

Staff have also undertaken training in safeguarding, child sexual exploitation, recording and restraint practice. Training has been arranged for later this month in relation to county lines, criminalisation, drugs and alcohol. The manager is providing staff with additional information on these topics, while waiting for the training. Staff now use an evaluation tool post training to identify their learning and how they will implement this in practice.

p.2

This monitoring visit

The manager has ensured that all records, care plans, risk assessments and protocols have been updated and provide staff with consistent information. Any changes are recorded daily. Protocols and procedures provide clear direction and instruction for staff. Senior staff take responsibility for ensuring that all staff are aware of the needs, risks, vulnerabilities and progress of all children. This enables staff to provide appropriate care.

p.2

This monitoring visit

Several staff have returned from annual leave or sick leave, and some new staff have been appointed. The manager is focusing on developing this core team, instilling an ethos of responsible decision-making, nurture and commitment to the care of children. The on-call system has been reviewed, ensuring that managers provide consistent, appropriate support to staff during incidents, thereby protecting children. Currently, there is only one child living at the home. The manager does not want to have the home at full capacity until all the staff have completed their probationary period and have registered for the appropriate qualification.

p.2

This monitoring visit

Children have made good progress living at this home, particularly with regards to their education and employment and are learning skills for independence. Two children have moved on since the last inspection; one has returned to live with family, and the other child is living in semi-independent accommodation and continues to receive support from the manager and staff.
