Inspection report for children’s home - monitoring visit: SC467155 1 SC467155

Priory Education Services Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately owned home is run by a large provider organisation. It is registered to care for up to four children who have learning disabilities, and focuses on caring for children who have complex needs that may include autism spectrum disorder and associated difficulties. The home is located on the edge of the provider’s school campus, which all of the current children attend. The home has been without a registered manager since 25 October 2019.

p.1

This monitoring visit

This home was inspected in January 2019 and judged to be good. Two requirements and six recommendations were made as a result of that inspection. These related to physical intervention, care planning, policies, medication and recruitment. In August 2019, the provider notified Ofsted that it will be refurbishing the home and, as such, no children will be accommodated from this time. Ofsted placed a condition on the home’s registration which required the provider to give Ofsted three months’ notice of the provider’s intention to place children in the home. This inspection visit was undertaken because the provider gave three months’ notice of its intention to place children in the home. The visit also focused on how the requirements and recommendations from the January 2019 inspection had been addressed. Since the last inspection, the registered manager has left. A new manager is in post as of November 2019 but is yet to apply to register. The manager, and the

responsible individual who was also present during this inspection, gave assurances that the registration was being actively completed and some checks were awaited before moving to the next step of the process. The provider has met the two requirements. The policy for behaviour management is clearly understood and implemented. Although no children have lived in the home since August 2019, restraint records from before this time show that children have been thoroughly debriefed after any incidents. Similarly, the six recommendations Inspection report for children’s home - monitoring visit: SC467155 2 are also all met. Staff are now better aware of the types, and side effects, of children’s medication. There have been improvements to children’s placement plans including summaries written by the children themselves and a more focused approach on meeting cultural and religious needs. The home has been redecorated

and is in good working order. Staff are now clear that they can refer child protection and safeguarding concerns directly to outside agencies in addition to following the provider’s internal processes. Staff recruitment processes have been reviewed and all required checks are in place and clearly evidenced. The home has been extensively refurbished. This has resulted in an improved environment for children. There are further plans for additional communal space in the home. The staff team has been working in the provider’s other nearby settings. The manager has kept in contact with his staff team and provided ongoing support where required. Some new staff have been recruited from within the company. There is a full staff team in place and the responsible individual is actively involved in overseeing the home and supporting the manager. There are appropriate transition plans in place for children who have been identified as being a suitable match for the

home. As a result of this visit, no requirements or recommendations have been made. The certificate of registration will be amended and the condition to notify Ofsted, giving three months’ notice, will be removed.
