Inspection report for residential family centre - monitoring visit: Foundations Stalybridge 1 Foundations Stalybridge

p.1

Inspected under the social care common inspection framework

p.1

Information about this residential family centre

This residential family centre is registered to accommodate up to seven families at any one time. The residential family centre is privately owned. Families access the centre at the direction of the family court and/or the local authority, for the purposes of assessment. The manager is not registered but has submitted an application to Ofsted, which is currently being processed. The manager does not yet have the level 5 qualification but intends to start this in January 2020.

p.1

Inspection date: 18 December 2019

Date of previous inspection: 12 November 2019

p.1

This monitoring visit

This visit took place to monitor the centre’s progress against the compliance notice served following the full inspection on 12 November 2019, when the centre was judged to be inadequate. Further compliance notices were served under regulations 8 and 13A. These were not monitored on this visit and will be monitored at a subsequent inspection.

p.1

This monitoring visit

There are currently only two families residing at the centre. This has had a positive impact because staff and managers have had time to improve risk assessments and devote time to providing and receiving further training.

p.1

This monitoring visit

Managers have delivered workshops on risk assessments, and staff have had the opportunity to write mock risk assessments and incident records. Managers have given staff feedback on these. They have also delivered a workshop on reporting and recording. This helps to develop good recording and risk assessment practice.

p.1

This monitoring visit

The staff team has also undertaken a level 3 online course in safeguarding. This improves their knowledge of how to safeguard the families at the centre and further develops their safeguarding practice. In addition, some of the staff team members have completed the national minimum standards workbook, which has a section Inspection report for residential family centre - monitoring visit: Foundations Stalybridge 2 devoted to safeguarding.

p.1

This monitoring visit

All staff have been supervised in November and some have had their practice observed and have been given feedback on this. Examples of case supervision sampled showed that safeguarding and risk management are covered in staff supervision. This gives managers the opportunity to identify any areas of strength or weakness and gives staff the time to reflect on their practice.

p.2

This monitoring visit

Managers have developed visual aids and laminated flowcharts to help staff understand what action they should take should a safeguarding situation arise.

p.2

This monitoring visit

Managers now have closer oversight of written logs and family records to ensure that they are sufficiently detailed and convey information clearly. This means that any shortfalls in records or logs can be identified and addressed.

p.2

This monitoring visit

All risk assessments for parents and children have been reviewed and some updated where necessary. Examples of updates to risk assessments are clearly identified. The risk assessments reviewed at this inspection were detailed and clear. They describe actions that staff should take in the event of risks occurring. Some parents had specific safety plans, for example for unsupervised time out in the community.

p.2

This monitoring visit

Although no new families have been admitted to the centre, a new placement matching document has been developed. This will be implemented when a new family is being considered for admission. The pro forma allows for consideration of both the risks of the current families and the risks for the referred family.

p.2

This monitoring visit

There have not been any significant safeguarding incidents since the last inspection of the centre. Some minor incidents have been recorded in incident logs. These are sufficiently detailed to give the reader a good understanding of what the issue was and how staff responded to it. This is a significant improvement from some incident reports reviewed at the previous inspection.

p.2

This monitoring visit

Staff rotas checked showed that the centre has been staffed at an appropriate level. This ensures that the families’ needs are met and that there are sufficient staff to respond to any safeguarding incidents that may arise.

p.2

This monitoring visit

Staff spoken to were clear about the risks for each family placed. They feel that they are being supported to develop and implement good safeguarding practice.

p.2

This monitoring visit

Managers and staff have worked hard to address the concerns about safeguarding identified at the full inspection. The compliance notice under regulation 12 has been fully met at this monitoring inspection. Inspection report for residential family centre - monitoring visit: Foundations Stalybridge 3
