Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is owned by a private company. It is registered to provide care and accommodation for up to three young people who may have social and/or emotional difficulties. The registered manager has been in post since January 2019. Currently, there is an interim manager in post covering the registered manager’s maternity leave.

Ofsted judged the home to be requires improvement at the last full inspection on 3 and 4 June 2019. An interim inspection took place on 1 November 2019, where the home was judged as declined effectiveness. Three compliance notices were issued. The purpose of this monitoring visit was to review the action taken by the provider to meet the three compliance notices raised at the inspection in November 2019. At this monitoring inspection, the inspector found that, while some progress had been made, two of the three compliance notices remain unmet. At the time of this visit, there is one new child living in the home. The two children who were living in the home in November 2019 have left. Since the last inspection, managers have reviewed risk assessments. However, these risk assessments still lack enough detail to help the staff to keep children safe. Staff are still not consistently following risk assessments. For example, staff permitted a

12-year-old child to smoke even though her risk assessment stated she was not to. A staff member gave a child their personal phone to take videos of herself and upload them on social media. This lack of insight means that children remain at risk. Managers’ knowledge and management of child protection concerns remain inadequate. At the November 2019 inspection, the inspector identified that staff failed to notify the local authority designated officer of an incident when a child alleged they had been physically assaulted by a member of staff. This notification Inspection report for children's home - monitoring visit: 2494881 2 has still not been completed. Managers’ investigation of staff practice is weak. In December 2019, a member of staff was suspended after letting a child use the staff member’s mobile phone. The child also alleged that other members of staff had allowed her to use their phones. There has been a delay in responding to these concerns.
p.1
This monitoring visit
As a result of ineffective care planning, children do not always experience positive or planned departures from the home. For example, one child moved out of the home quickly as staff were not able to keep her safe. Another child moved into the home quickly despite it being identified that she required a slow transition. Key paperwork from the local authority relating to the child remains outstanding. As a result, staff do not have all the information they need to meet the child’s needs. One child receives no education provision following their exclusion from school. Staff are not supporting informal learning at the home or sufficiently challenging the local authority on this issue. As a result of this inspection, two compliance notices have been issued and two new requirements have been raised. Inspection report for children's home - monitoring visit: 2494881 3
