Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
Orbis Abbey Rose is part of the Orbis Education and Care group and offers a 52- week placement which may/may not include education. The home provides care and education for up to 10 children who have autism spectrum disorder and/or learning difficulties. The home was registered with Ofsted on 2 May 2019. On 20 June 2019, Ofsted was informed that the registered manager had resigned. Following his resignation, the home was managed by an interim manager until a new permanent manager was appointed. The newly appointed manager started in post in October 2019 and has not yet applied to be registered by Ofsted. The children’s home and the school are on the same site.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection on 7 November 2019. During that inspection, a notice to suspend the registration was served as Ofsted identified serious weaknesses in the management of the home that placed the children at significant risk of harm. This monitoring visit was to review progress made since the last inspection and to monitor the notice to suspend the registration.
p.1
This monitoring visit
Extensive maintenance and building work are taking place to change and redecorate the houses. The provider has plans to make the houses more homely and to use the vast space in a more communal manner. At the full inspection, each of the children living in the houses used a separate lounge area. The plan is to change the use of these rooms and to provide more communal space for children to play, relax and socialise in. This refurbishment has commenced, but the premises are not ready to have children move in.
p.1
This monitoring visit
Staff recruitment continues. Fifteen posts have been recruited to and the provider plans to recruit for five remaining vacancies. Staff have been completing a Inspection report for children‘s home - monitoring visit: 2519199 2 programme of induction, training and refresher training during the period of time that the registration has been suspended. This training has been sourced from trainers outside of the organisation and staff report that this is better than the induction provided to staff when the children’s home was first registered.
p.1
This monitoring visit
Action has been taken to respond to the environmental concerns in the grounds and in the building. An external specialist company has visited the home and provided a report and an action plan, which was being completed at the time of the inspection.
p.2
This monitoring visit
The proposed manager has been reviewing record templates and policies and procedures. These are being shared with staff. These new systems are not yet ready to be tested for effectiveness.
p.2
This monitoring visit
An action plan has been submitted to Ofsted and this indicates that the providers plan to have the home ready to admit children by the middle of January 2020. Action to meet this plan has commenced and Ofsted will monitor the progress towards this.
