Inspection report for children‟s home - monitoring visit: SC025799 1 SC025799

p.1

Ingleside Children’s Home Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is privately owned and provides care and accommodation for up to seven children and young people. The home’s statement of purpose states that it is a home for young people who have special educational needs, mild learning disabilities, emotional and behavioural difficulties, autism or attention deficit hyperactivity disorder. The manager has been registered with Ofsted since 2017.

p.1

This monitoring visit

At the last full inspection, this home was judged to be inadequate. Following the inspection, a compliance notice was served on the home on 17 October 2019.

p.1

This monitoring visit

Since the last full inspection, Ofsted has received a number of anonymous complaints in relation to the operation of the home. This monitoring visit was to enable inspectors to investigate these complaints.

p.1

This monitoring visit

During this inspection, the registered manager was not available. Since the last inspection, the deputy manager has resigned from her post. The responsible individual and a senior support worker are managing the day-to-day running of the home. To help address the concerns and requirements raised at the last inspection, the home’s responsible individual is being supported by two external professionals with experience in children’s residential social care.

p.1

This monitoring visit

During this monitoring visit, the inspectors investigated the following complaints: insufficient staffing levels; a lack of food in the home; a lack of heating in the young people’s bedrooms; broken emergency lighting in the games room; a water leak in a young person’s bedroom ceiling; the financial viability of the home; and the unsafe condition of the home’s car.

p.1

This monitoring visit

Some permanent staff are off work due to sickness and the home’s reliance on Inspection report for children‟s home - monitoring visit: SC025799 2 agency workers has increased. The staff rotas examined evidenced that there are insufficient staffing levels to meet the young people’s needs and that at various times during the day there are no staff recorded as working in the home. Due to understaffing, some staff continue to work 24-hour shifts or are called in to work on their days off. As a result, the workforce is unstable and tired.

p.1

This monitoring visit

The responsible individual agreed that ensuring sufficient staffing levels to meet the needs of all of the children in the home is a challenge. He said that the records of the staffing rotas were not an accurate reflection of the staffing in the home. However, the inspectors could not be confident that this was the case. Therefore, the complaint about insufficient staffing levels is upheld.

p.2

This monitoring visit

The young people’s weekly food planner was displayed in the kitchen. The fridge and two freezers contained sufficient and suitable food for the young people living in the home. Therefore, the complaint concerning a lack of food in the home is not upheld.

p.2

This monitoring visit

The communal areas of the home were heated and warm. The young people’s bedrooms that were inspected were also heated and warm. This means that the complaint regarding a lack of heating in the home was not upheld.

p.2

This monitoring visit

The emergency lighting in the home’s games room was broken. This was being repaired during the inspection. The complaint about the broken emergency lighting in the games room is upheld, although actions were being taken to rectify the shortfall.

p.2

This monitoring visit

A young person remained in bed during the inspection and, as a result, inspectors were not able to assess the young person’s bedroom to see if there was a leak coming from their ceiling. The responsible individual agreed that the young person’s bedroom ceiling required some repair but that there was no significant water ingress at the time.

p.2

This monitoring visit

The responsible individual provided the inspectors with the home’s financial accounts. A tour of the home did not identify any significant issues regarding the financial viability of the environment. Therefore, the complaint concerning the home’s financial viability was not upheld.

p.2

This monitoring visit

The home’s car was not available for inspection. The responsible individual agreed that there had been some damage to the car that is due to be repaired. Inspectors verified that the home’s car has a current and valid Ministry of Transport (MOT) vehicle safety test. Therefore, the complaint about the poor condition of the home’s car was not upheld.
