Inspection report for children’s home - monitoring visit: SC456850 1 SC456850

p.1

Cambian Childcare Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately operated children’s home provides care and accommodation for one child who may need support with emotional and/or behavioural difficulties.

p.1

Information about this children’s home

There has been no registered manager in post since February 2019. Prior to the last inspection, the home had been managed by a number of acting managers.

p.1

Information about this children’s home

At the time of the last full inspection, a new manager had been appointed. She is suitably qualified and experienced and has submitted an application to be registered.

p.1

This monitoring visit

This home was judged declined in effectiveness at the interim inspection on 31 October 2019. The inspection found that there was a lack of effective action taken by the manager to manage risk safely. Additional shortfalls were found in care planning and overall management of the home.

p.1

This monitoring visit

On 3 December 2019, Ofsted conducted an unannounced monitoring visit. The purpose of this visit was to assess the progress made by the manager in meeting the three compliance notices issued under section 22A of the Care Standards Act 2000. These compliance notices related to: regulation 12, the protection of children standard; regulation 13, the leadership and management standard; and regulation 14, the care planning standard of the Children’s Homes (England) Regulations 2015. Inspectors also looked at progress made in relation to the requirement raised at the interim inspection. At this visit, the inspectors found that sufficient action had been taken by the provider to meet the steps in the three compliance notices and the requirement raised at the previous inspection. place for the child living in the home. The risk management plan now includes clear strategies to manage known risks and behaviour. This supports staff to safely manage the child’s individual needs in line with the local authority care plan. The manager is monitoring this plan to ensure that any emerging risks are being recorded in it.

p.2

This monitoring visit

Staff have undertaken further training and supervision meetings with the manager to ensure that they are aware of the safeguarding risks and any strategies in place to reduce these risks. Furthermore, the manager has introduced a detailed handover procedure, which is completed at each shift changeover and sent to her to ensure that identified actions are being completed. The changes made by the manager mean that the child’s welfare is promoted more effectively, and staff are better equipped to recognise and respond to any emerging or known safeguarding concerns or risks.

p.2

This monitoring visit

Since the last inspection, the manager has sustained a consistent staff team, and team members have developed positive relationships with the child living at the home. This has provided a continuity of care for the child and has enabled them to be settled and happy in the home.

p.2

This monitoring visit

The manager has introduced new monitoring systems in the home, which enable her to routinely monitor, evaluate and analyse the work undertaken by the staff. Daily, weekly and monthly monitoring takes place, which enables the manager to identify any areas to be developed. For example, having an overview of the key work sessions being undertaken ensures that targeted direct work is carried out by the staff team.

p.2

This monitoring visit

The home has not admitted any children since the last inspection. However, impact risk assessments have been improved to ensure that the manager can be confident that the service and the staff team can meet the needs of any child before they come to live at the home. The manager has also introduced a new document which captures the prescribed medication of any child prior to being admitted to the home. This means that the staff will have a clear understanding of any medication needs and that any medication brought onto the site matches the prescribed medication for the individual child.

p.2

This monitoring visit

The manager has ensured that since the last inspection the child’s medical history has been reviewed by their registered general practitioner to ensure that the medication held at the home is being prescribed in accordance with the child’s known health needs. This information is now reflected in the child’s healthcare plan. Inspection report for children’s home - monitoring visit: SC456850 3
