Summary of outcome

All early years providers must meet the legal requirements in the 'Statutory framework for the early years foundation stage', which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right. On 9 October 2019 we received concerns that there are unvetted adults being left alone with children, unqualified staff caring for children, issues around security at the premises and risk assessment. We carried out an unannounced visit on 14 October 2019 to see whether the provider was meeting the requirements specifically relating to; Staff qualifications, training, support and skills, safety and suitability of premises and risk assessment. We found that the premises are secure and risk assessment is sound. However, we found that the provider does not always ensure that staff whose suitability has not been

checked, do not have unsupervised contact with children being cared for. There is not always a member of staff present who holds a paediatric first-aid certificate. The provider does not always meet the requirements for the qualification levels of staff. We also found that the provider does not have all required records available for inspection. Staff signing-in records are not accurately maintained. We issued a Welfare Requirements Notice.

Summary of outcome

On 4 November 2019 we carried out an unannounced visit to the provider to monitor her compliance with this notice. We found that the provider maintains records sufficiently and that at least one member of staff present holds a first-aid qualification. The provider demonstrated that staff whose suitability has not been checked, do not have unsupervised contact with children being cared for. However, the provider was still not meeting the requirement for the qualification levels of staff and she does not ensure there is a named deputy present in her absence. In addition, we found that not all staff have a sound understanding of safeguarding. We issued a further Welfare Requirements Notice. We carried out a further unannounced monitoring visit on 7 November 2019. We found that not all of the 'Statutory framework for the early years foundation stage' requirements were being met.

p.1

Summary of outcome

On 8 November 2019 we suspended the provider's registration because we believed children may be at risk of harm. The provider does not always ensure that staff whose suitability has not been checked, do not have unsupervised contact with children being cared for. She does not ensure that a suitable and capable named deputy is in charge in her absence. The provider does not maintain records effectively and does not have all required documentation available for inspection. Suspension allows time for the provider to take steps to reduce or eliminate the risk of harm to children. On 19 December 2019 we lifted the suspension. This is because the provider has taken sufficient steps to remove or minimise the risk of harm to children. The provider will be able to give parents further information about this. The provider is still registered with Ofsted.
