p.1
The provision is inadequate
The childminder has taken insufficient action to address the weaknesses identified at her last inspection. Her commitment to providing children with good-quality learning experiences and in meeting the requirements of her registration is poor. The childminder regularly cares for up to nine young children, in a limited space, alongside her co-minder. She is unable to keep children safe or meet children's well-being needs effectively. On occasions, she allows adults who are not known to Ofsted to care for children. In addition, they do not have the required suitability checks, which compromises children's safety.
p.2
The provision is inadequate
Children do not benefit from a challenging or ambitious curriculum that meets their individual needs effectively. They do not have daily access to fresh air or rest according to their needs. Children struggle to manage their behaviour and feelings. Young children wander around on their own, without any attention from adults, and become restless and unsettled. Frequent interruptions throughout the day affect the concentration of older children. At times, the learning environment is chaotic and unsafe. For example, during a planned colouring activity, broken crayons became scattered across the floor and presented a choking risk to babies. Additionally, due to lack of direction from adults, young children, riding on toy cars, drove over the colouring of their older friends, which upset them.
p.2
need to do better?
n The childminder does not recognise the weaknesses in her teaching or in the uninspiring range of activities that she provides for children. Her knowledge of how to plan for the varying ages of children she cares for is poor. The childminder is not clear on the purpose of the activities when she sets out a limited range of resources for the day. Planned activities fail to challenge or motivate children in their learning. n The childminder's teaching fails to build effectively on what children already know and can do. She is unable to successfully adapt activities to ensure children's enjoyment at a level to which they can understand and join in. The progress children make, and their enjoyment, is limited. They do not gain essential skills to support their future success. n The childminder has not improved her provision for children who are learning English as an additional language or for young children who show a delay in

their communication. She does not spend purposeful time talking to children or modelling language to them, in order to develop children's speaking skills and vocabulary well. This places children at a disadvantage as they are unable to make their needs sufficiently known or share their thoughts with others. n The childminder does not promote clear or consistent expectations for children's behaviour, in partnership with her co-minder. For example, she fails to help

need to do better?
27 November 2019 children learn how to stay safe when they climb up and stand on the table or to understand the consequences of their actions when they hurt their friends. n The childminder creates too few opportunities in children's play that afford older children the chance to develop their resilience. Children have limited opportunities to share achievements with their friends and parents, due to the lack of challenge presented by the curriculum on offer. n The childminders fail to organise the premises effectively, including the routine and spaces. This has a significant impact on children's emotional well-being. Young children do not have the space to become physically active, and access to outdoors is limited. This prevents them from developing essential physical skills, such as confidence in walking. There are few opportunities for children to develop their independence or learn about healthy lifestyles, for example foods

that are good for them. n The childminder fails to support children's emotional security and confidence. She does not provide comfort or reassurance for children who are unwell. Therefore, they remain upset and unsettled during the day. However, she does work with parents to recognise children's home cultures, for example, by providing activities where children learn to prepare traditional Polish dishes. n The childminder lacks the capacity to address weaknesses in her provision. She compromises children's ability to thrive and learn due to the ineffective organisation of her provision, alongside that of her co-minder. She does not understand the ratio or space requirements and has taken on too many children, to whom she does not provide adequate care.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder' s inability to implement the safeguarding requirements effectively means that she has failed to robustly check the suitability of all adults she works with, including assistants and volunteers, as required. She has failed to provide Ofsted with information to enable the required suitability checks to be completed on all adults who work with the children. In addition, the childminder has not completed any further checks to assure adults' suitability, such as references. The childminder demonstrates a basic knowledge of working in partnership with other agencies, such as to share information to ensure consistency for children's welfare and safety needs.
