p.1

The provision is inadequate

There has been a long gap between the childminder registering and starting childminding. This has had an impact as the childminder has not maintained her knowledge of the requirements of the early years foundation stage. She has placed little focus on her professional development and, as a result, her knowledge of all matters relating to safeguarding is not up to date. There has been little attention to some organisational matters, such as maintaining insurance and recording children's attendance. Furthermore, the childminder does not consistently assess all hazards in the home well enough to identify all risks to children. The childminder has developed secure attachments with the children and it is clear they have a good relationship. She enables children to get to know their local community and to socialise with others, for example, when they attend local toddler groups. However, weaknesses in teaching and assessment have a significant impact on

children's learning and development. The childminder does not measure the progress children make or identify what they need to know next. She does not plan challenging activities to meet children's individual learning needs. As a result, children are not supported to make the progress of which they are capable.

p.2

need to do better?

n The childminder does not have a sufficient understanding of the safeguarding and welfare and the learning and development requirements of the early years foundation stage. She does not ensure that these requirements are met at all times. For example, she has not maintained her public liability insurance and does not record children's attendance. It is not clear when she has cared for children and this compromises children's safety. n The childminder has not fully developed her risk assessment procedures to assist her in identifying all hazards in the home. For example, there are cleaning products accessible to children in the kitchen, which places them at risk of harm. In addition, the childminder has not considered safety guidelines with regard to young children's use of the trampoline and their level of physical development. n The childminder is kind and caring towards the children, which supports their

emotional well-being. Children are clearly at ease in the childminder's care as they play confidently in her home. They pick up toy cars and trains to show her and she shows interest in what they are doing. The childminder makes suggestions about how the children can set their cars out and introduces some new words, such as 'ambulance', to help develop children's vocabulary. n The childminder knows the children's likes and dislikes and has some understanding of their abilities. However, her lack of understanding of the seven areas of learning and development and what the educational programme must consist of means that she fails to monitor children's progress adequately. The childminder does not complete observations and assessments of children's

21 November 2019 learning and development. She does not have a clear understanding of the progress children are making and does not identify any gaps in their learning. This also means that parents are not supported by the childminder to help them continue their children's learning at home. However, parents are provided with feedback about their children's routines and daily experiences. n The childminder regularly takes children to a number of toddler groups. However, the activities on offer are not organised by the childminder and she does not plan challenging experiences directly aimed at helping young children to achieve success in their next stage of learning. Children are not supported to make the progress they are capable of. n The childminder does not share information with other settings that the children attend, to help promote more continuity in their learning experiences. n Children are supported well by the childminder to behave appropriately for their

age. The childminder offers meaningful praise and encourages children to share and be respectful to each other. n Children enjoy regular walks in the fresh air and are encouraged by the childminder to eat nutritious meals. This helps children to learn how to lead a healthy lifestyle.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Generally, the childminder is aware of child protection procedures and the signs that a child may be at risk of harm. She has a sound understanding of the procedure to follow to raise concerns about a child's welfare. However, the childminder's knowledge of wider safeguarding issues, such as how to protect children from the risks of radicalisation and extreme views, is weak. The childminder takes suitable steps to supervise the children in her care. However, she has not fully appreciated the impact of the breaches of requirements on children's safety and well-being.
