p.1
The provision is inadequate
Children's learning and development are poorly supported because the childminder and her assistants lack the necessary knowledge and skills to help children progress. The childminder does not recognise the weaknesses in her own practice or that of her assistants.
p.2
The provision is inadequate
The childminder does not offer appropriate support or challenge through carefully planned activities based on children's interests and individual learning needs. Children lack enthusiasm as the activities provided fail to ignite their curiosity and motivate them to learn. Some children struggle to join in, while other children aimlessly wander the room. Children are unable to self-select and develop their play ideas due to the childminder's poor provision and storage of resources. Children do not learn to think and find things out for themselves.
p.2
The provision is inadequate
Gaps in children's learning are not identified as assessments completed by the childminder and her assistants are not accurate. Children's progress between the ages of two and three years is not appropriately reviewed. Quieter children, or those not joining in activities, go unnoticed by the childminder. Younger children's early communication and language skills are not sufficiently supported. Children spend large parts of the day participating in poorly planned daily routines, such as preparing for snack or lunchtime. These activities are drawn out and mundane and leave children waiting around with nothing to do for long periods. This affects children's enjoyment, engagement and learning. Nonetheless, children generally behave well and are safe within the setting. They form appropriate attachments with the childminder and her assistants. The childminder has flexible settling-in procedures, which she agrees with parents. These appropriately support children's

need to do better?
n Children do not make the progress they are capable of because the childminder does not understand how to assess their learning from their starting points. She does not identify children's correct levels of development. Reviews carried out of children's progress when they are between the ages of two and three years are inaccurate. n The childminder's teaching does not focus on gaps in children's learning and what they need to learn next. Consequently, children do not receive the support they need to learn. They struggle to maintain their attention, think critically or build on what they already know. Younger children are not given enough help to build on their early language skills. n The childminder does not plan activities based on children's interests and their next steps in learning. The resources that she sets out do not offer children age-

Consequently, children often sit for long periods or wander aimlessly with little to interest them. The childminder and her assistants generally pay attention to the more vocal children, but they fail to notice children who look bored or unengaged in activities. This hinders the learning and progress children make. n The childminder does not provide effective or precise enough monitoring of her assistants' practice to target key areas for their professional development. This results in poor teaching and care practice. This in turn does not support children's learning effectively. n The childminder does not evaluate her setting effectively or review her practice to strengthen her provision and promote continuous improvement. Breaches of requirements compromise children's ability to learn well and make progress.

need to do better?
n Children show some curiosity and eagerness to explore the outdoor environment. They show fascination as they try to catch falling rainwater and explore wet sand.

Safeguarding
The arrangements for safeguarding are effective.
p.3
Safeguarding
The childminder understands her role to safeguard children and is alert to possible indicators of when a child may need help. She knows the relevant agencies to contact for guidance. She understands how to recognise children who may be at risk from extreme behaviours and views. The childminder has suitable procedures in place and completes training with her assistants to make sure their knowledge is up to date. The childminder and her assistants supervise children well and pay careful attention to ensure that accidents are minimised.
