Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Requires improvement

p.1

The provision is inadequate

The childminder does not provide a curriculum that is stimulating and exciting, despite children accessing a range of age-appropriate toys and resources. However, she does not use her play resources effectively to engage and motivate children to learn. The activities on offer do not have a specific learning focus that incorporates children's next steps.

p.2

The provision is inadequate

The daily routine often appears disjointed and chaotic. As a result, children do not fully engage in activities and move quickly from one set of resources to the another. This has an impact on children's behaviour. For example, children lose interest in activities quickly and this often leads to conflict. Behaviour is not consistently or appropriately addressed. For instance, children regularly snatch toys from each other and this is sometimes ignored by the childminder.

p.2

The provision is inadequate

The childminder does not always provide opportunities for older or more-capable children to be independent. For example, children that are able to sit on a chair are placed in highchairs during mealtimes. Children are not encouraged to attend to their own care needs. The childminder has secure relationships with the children in her care, who seek comfort when needed.

p.2

need to do better?

n The childminder has not taken appropriate steps to improve her practice. The previous actions relating to managing behaviour and education programmes set at the last inspection have not been met. This has an impact on children's learning. n The childminder does not have a realistic view of what all children can do. She does not make accurate assessments about what children have learned and need to learn next. For example, the childminder is not clear about how she can support children's language development. n Opportunities to support children's emerging speech and language are limited. For instance, children's attempt at speech, which is unclear, is not identified and appropriately responded to by the childminder. The childminder does not provide a language-rich environment to support children's early literacy skills. For example, as children play with the train track, the childminder offers praise when

children engage. However, she does not support children's language development and introduce new concepts by describing what children are doing or asking questions. As a result, not all children develop as quickly as they could. n The childminder gathers a wide range of information from parents during registration, including what the children can already do. However, she does not obtain details such as parental responsibility for the children in her care. This is a breach of the safeguarding and welfare requirements.

p.2

need to do better?

5 November 2019 n The childminder does not have high expectations of children's behaviour. Children regularly stand on chairs and climb on furniture, which places them in danger. This means that children do not learn how to keep themselves safe. n The childminder does not provide children with an explanation as to why their behaviour is unwanted. The frequent need to address behaviour means that quieter children do not receive the same level of attention as others. n Children are provided with healthy snacks and meals. Children benefit from trips to their local community, such as parks and beaches, where they can develop their physical skills. However, the childminder misses opportunities to teach children how they can keep their bodies healthy and why they do this. n Children's personal care needs are not always treated with sensitivity. For example, while children are at play, the childminder lifts a child from their

activity and carries them over to the change mat. The child is not given prior warning of their nappy change and becomes upset as a result. n The childminder failed to ensure that all required information is available on request during the inspection. This means that we were unable to assess whether the childminder has up-to-date paediatric first-aid and safeguarding qualifications. Records of children's attendance and accident records were unavailable to view or incomplete. n The childminder has positive relationships with parents and provides regular updates on children's progress.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder has a secure understanding of safeguarding issues, such as the signs and symptoms of abuse. This includes wider safeguarding issues, such as the 'Prevent' duty. However, the childminder was unclear as to the action she is required to take in response to allegations made against her or a household member. Disclosure and Barring Service (DBS) checks were unavailable on request.
