p.1
The provision is inadequate
Leadership is weak. The childminder does not have a suitable understanding of the required ratios. This means there are times when there are not enough staff to meet children's needs and ensure their safety. The childminder has a poor understanding of wider safeguarding issues. She does not understand the signs that a child may be at risk of being exposed to extremist views. She has failed to notify Ofsted of all persons living in her home. Risk assessments are not effective. The childminder demonstrates a weakness to identify risks to children's safety. She does not follow manufacturer's safety guidelines for the use of the trampoline. Some resources are dirty and the areas used for childcare purposes are cluttered. The childminder does not manage children's behaviour appropriately. She does not provide children with consistent messages and clear boundaries to help them understand the impact of their actions on others. These breaches have a negative

Nevertheless, children demonstrate that they feel safe and secure. They are happy and relaxed. They choose from a wide range of toys and resources. The childminder talks to them as they play, naming objects and narrating actions. She shares information regularly with parents about their child's progress.

need to do better?
n Children's behaviour is not managed well. The childminder does not implement appropriate and effective strategies that give children clear messages and boundaries. She does not help children to understand how their actions may affect other children. For example, the childminder does not intervene appropriately when children have difficulty with sharing toys. n The childminder does not meet the ratio requirements of the early years foundation stage. She records children's attendance and this clearly shows that she regularly provides childcare for eight children under the age of eight years. This means there are times when there are not enough staff to meet children's needs and manage children's safety in the event of an emergency. n Although the childminder attends regular safeguarding and child protection training, she is not aware of the 'Prevent' duty guidance for England and Wales 2015. This means she is not able to identify the indicators that a child may be at

risk of being exposed to extreme views. n The childminder does not implement robust and effective risk assessments to continuously maintain children's safety. She does not follow manufacturer's instructions for the safe use of some outdoor equipment. For instance, she regularly allows more that one child at a time to use the trampoline. This does not follow the published guidelines or her policy, which states that only one child at a time may use the trampoline. In addition, the environment is cluttered and

31 October 2019 some toys that were available at the time of inspection were dirty. This compromises children's health and safety. n The childminder has failed to provide Ofsted with information about all persons living in her home, as required. n The childminder talks to parents about their child's progress in learning and development. She encourages parents to share information about children's achievements at home. This helps her to gain an all-round picture of children's individual progress and plan for their next steps in learning. n Children have regular opportunities to play and explore outside. They enjoy walks in the countryside with the childminder and her pet dog. Children start to make marks as they use check sheets to record the number and colour of cars they see. The childminder provides activities that help children to develop their small-muscle skills. For instance, they thread wool to create spiderwebs and

learn how to sew a small soft pumpkin. This helps children to develop the physical skills to support their interest in drawing and writing. n The childminder gathers a wide range of information from parents when children first start in order to help her to establish what they can do on entry. She takes time to get to know children's interests. This helps her to plan activities that will support children's emotional well-being when they first start. Children settle quickly and build suitable bonds with the childminder.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
Although the childminder attends regular training about safeguarding children, she does not promote children's safety well. She is not aware of her responsibilities under the 'Prevent' duty guidance of England and Wales 2015. There are weaknesses in the childminder's ability to identify potential hazards to children's safety in her home. She does not consistently meet the adult-to-child ratio requirements. However, other aspects of safeguarding are more secure. For example, she identifies the indicators of possible abuse and knows what to do if she has any concerns about a child's welfare. The breaches in requirements mean that children's safety and welfare are not assured.
