p.1
The provision is inadequate
The childminder is not ensuring children's safety. Children are able to access hazardous items because she has not taken steps to minimise risks in her home. The childminder compromises children's safety when there are visitors to the premises as she does not supervise children effectively. Children are able to use internet-enabled technology independently. However, the childminder does not check that all devices have appropriate controls in place to ensure they are safe for children to use. Furthermore, she has not responded to requests from Ofsted quickly enough to provide information about the suitability of household members.
p.2
The provision is inadequate
The childminder has not undertaken appropriate assessments of children's learning to accurately identify their stage of development and what they need to learn next. Children do not receive appropriate support for their learning. Younger children often become frustrated and their enjoyment of activities is limited as they are restricted to sitting for very long periods of time. Older children's play is disrupted as the childminder asks them simple questions that they already know the answer to. Therefore, they do not receive any challenge to help them move forward in their learning.
p.2
The provision is inadequate
Children show respect for each other and generally follow the childminder's expectations. However, they sometimes climb over the furniture because they are unable to move around the environment due to the poor organisation of the space.
p.2
need to do better?
n The childminder has a childcare qualification and has completed training in supporting children's learning within the last two years. However, she is not using this knowledge to support children's learning and development. She is not reflecting on her practice to identify where she needs to improve or where there are breaches of the safeguarding and welfare requirements. She has addressed some of the breaches of requirements from the last inspection, but not all, and additional breaches of the requirements were identified at this inspection. n The childminder does not demonstrate that she can identify all possible hazards. She fails to recognise the risks from common household items in her kitchen. She does not ensure she takes appropriate steps to ensure children's safety when there are visitors to her house. The childminder has a policy on the use of mobile phones on the premises, but does not implement this effectively. The

childminder has been very slow to respond to requests for information about household members to enable Ofsted to complete the appropriate checks. n The childminder does not assess children's development well enough. She has a system in place to gather information about children's starting points from parents and carers. However, she does not ask for this information or carry out

25 October 2019 her own assessment until children have been attending for several weeks. Therefore, she misses opportunities to promote their learning from the start. When she does assess children's learning, this is not always accurate to identify exactly what children need support with. n Teaching is poor. The childminder does not plan or provide appropriate support for children to help them build on their existing knowledge and skills. She does not consider how she can include younger children in group activities. When the childminder joins in with children's play, she does not extend their learning. Children spend very little time engaged in meaningful play. n The childminder does not give younger children enough opportunities to be active and develop their physical skills. For the majority of the time they are sat in their pushchair, in the high chair or on the childminder's knee without anything to do.
p.2
need to do better?
n The childminder does not organise the space well enough to meet children's needs. There is a large amount of furniture in the main play space which leaves very little room for children to play. Children struggle to move around. For example, as they move between the lounge and dining area, they have to climb over or around furniture. n The childminder uses appropriate methods to help children resolve any disagreements they may have. Children form appropriate attachments with the childminder. n Parents and carers express their satisfaction with the childminder. They comment on how she recognises children as individuals and cares for them as if they were her own children. n The childminder follows appropriate hygiene practices, for example when changing children's nappies.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder does not take appropriate action to ensure children's safety on the premises. She does not ensure that children do not have access to things that may be unsafe. The childminder does not ensure she supervises children appropriately when visitors are present. She does not provide information when requested by Ofsted to enable the regulator to carry out suitability checks on adults in the household. However, she does have a suitable understanding of how to recognise and manage any child protection concerns.
