p.1
The provision is inadequate
Teaching is not consistent. Although the childminder leads in the main with teaching, at times there is a lot of repetition in what is focused on with all children regardless of their age. For example, children are repeatedly asked to recognise colours and count out objects. The childminder's assistants mirror this approach and therefore teaching is limited and not age-appropriate. Play resources are sufficient in range and quality and set out well for children to make choices of their own. This allows the children to become independent in choosing what they want to play with and have a wider choice. However, there is little focus on individual learning when children engage in activities. This means there are missed opportunities to teach children age-appropriate skills and offer new challenges, especially for younger children. Circle times offer children opportunities to develop their listening and concentration skills. Although young children enjoy participating

in the action songs, they lose interest easily when there are discussions that are beyond their understanding. The spoken language is supported. However, young children are not supported effectively to understand the meaning of the spoken word, and circle time is too lengthy for younger children to be engaged with a purpose. The inconsistency in teaching has an impact on children's individual learning and development and does not help them to move on to school with relevant skills.

need to do better?
n The childminder fails to have a sound understanding of the 'Statutory framework for the early years foundation stage'. She fails to update her own knowledge and skills. The induction and ongoing supervision of assistants are not effective. This has resulted in the teaching quality being poor. The childminder has failed to address progress identified at the previous inspection. This has a significant impact on safeguarding and extending on children's learning opportunities. n Although the childminder observes children's learning and development, the systems used to track children's development are not robust to identify gaps or to build on areas where children strive, or effectively identify their next steps in learning based on their age. Assistants model their teaching based on the childminder's approach and her directions to them. This means there are missed opportunities in both planning and teaching. Activities are generic for all ages,

with missed opportunities to focus on individual learning as teaching skills are not strong. Activities at times are pitched for an older age range, and assistants are not skilled to vary their teaching skills to ensure all ages benefit from the activities provided to all. n The childminder has taken no steps since the last inspection to identify strengths and weaknesses in her own personal knowledge or to raise the standards of the service she provides. For example, she fails to provide children with experiences

28 October 2019 where they gain a positive insight to fundamental British values or develop a sound awareness of themselves and others around them in the wider world. n Partnerships with parents are not effective to ensure there is quality exchange of information to allow parents to be included in how to support their child's learning in the home. In addition, the childminder fails to gather relevant information when children start, in order to inform her to start planning for children based on what the parents know about their child's learning and development. n Communication with other settings children attend is not in place to support consistency as the childminder fails to exchange relevant information to support transition. This means there is no ongoing two-way shared approach with these settings to support children's individual learning and development. n Children of all ages enjoy looking at books, which supports their interest in early

reading. They independently make choices in selecting books or welcome the invitation from the adults to share books. n Children behave well and are given recognition for their good behaviour and achievements. Adults caring for them are kind and caring in their approach. n Children are settled, happy and show positive familiarity of their surroundings and their adult carers. Children settle quickly over a short period.

Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder has failed to adhere to her registration requirements. She does not follow safe recruitment procedures to check that assistants are suitable for their role, or ensure Ofsted is made aware of these persons to allow for appropriate suitability checks to be undertaken. In addition, she leaves children alone with assistants when she collects children from other settings. The childminder has exceeded the number of assistants she works with at any one time, which is a breach of her registration status and requirements. At inspection it was noted she was exceeding the numbers of children she could care for when working with assistants on specific dates. Assistants have a poor understanding of safeguarding procedures. They lack the knowledge to identify the different forms of abuse, and to whom to report their concerns. The childminder fails to recognise these breaches and the impact on safeguarding the welfare of children in her care.
