p.1
The provision is inadequate
Children's safety and welfare are compromised as the childminder has not met a number of safeguarding and welfare requirements. Children are not cared for in a hygienic and safe environment. Security arrangements are unsatisfactory and the childminder has failed to ensure that all risks to children are minimised effectively. Some records are not maintained to a satisfactory level. The childminder does not complete the progress check for children aged between two and three years. The childminder is not fully aware of the process of sharing information about children with relevant professionals. Opportunities to support children who are learning to speak two languages are not maximised.
p.2
The provision is inadequate
That said, the childminder knows the children well and they enjoy spending time with her. She gives children attention and, as a result, they have secure attachments to her. The childminder supports children to develop good manners and children behave well. They have high self-esteem and show confidence as they access toys and activities that interest them. Children concentrate well and talk with confidence as they connect train carriages together and drive their trains around the track. The childminder skilfully supports and extends their learning. Children choose a favourite book and sit with the childminder as she reads to them. They know to turn the pages and get excited about all they can see.

need to do better?
n The childminder has two dogs that share living space where children are cared for. The dogs lay on the sofas and climb onto the children's mattress at rest time. They soil on the floor, jump onto the dining chair, lick the tablecloth and a child's face and snuffle children's comforters. As a result, children's health is put at risk. n The childminder does not ensure that doors are secure to prevent unauthorised persons entering or children leaving the premises. n The childminder does not address risks within her home. The garden fence is unstable and the gate is not secure. Cleaning products are left out at a low level in the bathroom which children access. The utility area is accessible to children and contains a number of items such as washing powders, paint and secateurs. These pose a significant risk to children. n The childminder does not maintain an accurate daily record of the hours of attendance of children being cared for on the premises.

need to do better?
n The childminder has not completed a progress check for children aged between two and three years. She has not provided a summary of the check for parents so that they can share the information with other relevant professionals, such as the health visitor. The childminder carries out observations and tracks children's progress, identifying gaps in their learning. However, she is less sure of how to

need to do better?
29 October 2019 support children's future development, engage parents and other professionals to provide opportunities for children to use their home language in the setting. n The childminder has a sound understanding of how children learn and play. She gathers useful information from parents when their child first starts and uses this to plan some interesting learning opportunities. Children learn songs and make rhythms with instruments. They learn to count and recognise colours. They find out about their environment as they grow and harvest vegetables, visit the library and ride on a bus. They explore and create with different media and engage in cooking activities. n Overall, children's speech and language development is supported well by the childminder. She asks open-ended questions and gives children time to think and respond. She provides a running commentary as children play and introduces words and repeats these clearly for younger children to copy.

need to do better?
n The childminder shares information with parents regularly. This keeps them up to date about their child's care and learning. Parents praise the childminder for her flexibility to meet their children's individual needs. n Children are familiar with routines. They learn to put toys away so that they do not trip over them, and wash their hands with soap before eating. They demonstrate good table manners as they sit at the table and eat a range of healthy food.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
Weaknesses in leadership and management mean that children's safety is not assured. The childminder has failed to ensure that her home is safe, secure and suitable for the children in her care. That said, she has completed mandatory child protection and paediatric first-aid training. She has a satisfactory understanding of the possible signs and symptoms of abuse and has a satisfactory knowledge of wider safeguarding issues. She knows the procedures to follow in the event she has any safeguarding concerns.
