p.1

The provision is inadequate

The safety and welfare of children is compromised by significant weaknesses in the childminder's knowledge and practice. This includes a failure of the childminder to notify Ofsted of a significant event that potentially affects her suitability as a registered childminder. Children's learning and welfare is undermined by the childminder's failure to meet multiple requirements of the statutory framework for the early years foundation stage.

p.2

The provision is inadequate

Children's self-esteem is poorly supported. This is partly because the childminder speaks to them in an inappropriate manner. She does not help them understand how to manage their own behaviour. For example, rather than recognising age- appropriate behaviour, the childminder views actions such as banging blocks together as needing to be stopped. Her response is to state she will take the blocks away, which does not help children to develop an appropriate understanding of what is expected of them. Her home is safe and secure, and children appear broadly settled in her care. Even so, they do not engage well with her or each other; they do not use language to share their feelings, thoughts and ideas.

p.2

The provision is inadequate

The skills children need to gain as they grow and develop are not promoted. The childminder does not support children's speaking skills as she does not regularly engage with them in worthwhile conversation. She has provided them with some things they like to play with, including a doll's house. Children enjoy some outdoor activities, such as trips to the local park.

p.2

need to do better?

n The childminder has not evaluated her service to identify significant weaknesses in the care and education that she provides. She has a poor understanding of the requirements of her registration. This is despite being informed of gaps in her practice at previous inspections and regulatory visits. The childminder reports that she enjoys caring for children. However, she has poor knowledge and understanding of how to meet their needs and promote their safety and well-being, in line with the requirements of her registration. The childminder has also failed to meet welfare requirement notices that Ofsted served in 2018 as she has not improved her knowledge of child protection matters and she does not record children's attendance accurately. This compromises children's safety, for example in the case of an emergency evacuation or a child protection concern. n Children are not helped to build on what they know and can do in readiness for

their future learning. This is because the childminder does not assess or plan for their specific learning needs. She is unaware of procedures to follow should she have concerns about children's development. She believes that it is not her place

p.2

need to do better?

23 October 2019 to raise concerns about children's development with parents and so avoids this type of discussion. The childminder is also unaware of the requirement to undertake an assessment of children's progress when they are aged between two and three years and to share a summary of this with their parents. This failure to identify or address gaps in children's development places them at risk of further delay in their development as they grow older and move on, for example to school. This undermines their future life chances. n The childminder does not provide children with activities and experiences that promote their development in important areas of learning. For example, she does not support children's developing literacy skills. While she has some books for children to look at, she does not make sure these are appropriate for their age and stage of development. She leaves the television on throughout the time

the children are present, whether they are watching it or not. The childminder herself comments that this can make it difficult to hear people speak, however, does not recognise the impact this has on children's conversational skills or their concentration. She does not promote positive attitudes to learning to support children as they move on, for example to school. n Links with parents are insufficient to improve children's development. The childminder gathers some information from parents when their children join the setting, for example about medical needs and any allergies their children may have. However, she has not given parents important feedback about their children's development, to promote shared learning between home and her setting. This reduces the opportunities even further for children to make appropriate steps in their development. The childminder has also not developed any relationship with other settings that children attend and has not taken any

steps to promote shared learning between her setting and theirs to evaluate children's progress accurately. n The childminder's home is clean and well presented and she helps children to learn about hygiene routines that support their good health. They wash their hands and blow their noses and put their tissues in the bin. They eat healthy snacks, such as freshly prepared fruit.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Ofsted served a welfare requirement notice in 2018 requiring the childminder to take action to improve her knowledge of child protection matters. The childminder has attended some relevant training. However, her understanding of child protection matters remains poor. She is unaware of the procedures of her Local Safeguarding Children Board or the steps to follow should an allegation of serious harm be made about herself or a member of her household. This does not promote children's safety, or ensure that signs that children may be at harm are reported promptly to the relevant agencies to protect children.
