Summary of outcome
All early years providers must meet the legal requirements in the 'Statutory framework for the early years foundation stage', which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right. On 4 December 2018 we received concerns that this provider was not meeting some of these requirements.
p.1
Summary of outcome
On 12 December 2018, we carried out a visit to monitor that the provider had taken steps to meet actions set out in the Welfare Requirements Notice served following the inspection on 18 October 2018. This is a legal notice that requires the provider to take the actions within the timescales set out. The provider will be able to give parents further information about this. At this visit, we also discussed with the provider, the concerns received on 4 December 2018.
p.1
Summary of outcome
At the visit, we found that the deputy designated safeguarding officer did not have sufficient knowledge of what to do if an allegation is made against staff. Risk assessments for the premises were ineffective as there were still hazards present. The provider did not ensure that effective supervision meetings were in place for staff, so that all staff working at the nursery have a clear understanding of their roles and responsibilities. Strategies used by staff to manage children's behaviour were not consistent. Staff remained unclear about the role of the key person.
p.1
Summary of outcome
Following this visit, we served a further Welfare Requirements Notice that asked the provider to:

p.2
Summary of outcome
On 25 January 2019, we received further concerns that the provider was not meeting some requirements. On 5 February 2019, we carried out a visit to monitor that the provider had taken steps to meet actions set out in the Welfare Requirements Notice served following the monitoring visit on 12 December 2018. We also discussed with the provider, the concerns received on 25 January 2019. At this visit we found that risk assessments for the premises were still ineffective and procedures for assuring the suitability of agency staff were not robust.
p.2
Summary of outcome
We took steps to cancel the provider's registration. The provider objected to us taking this step. Having heard the provider's reasons for objecting to this step, Ofsted did not uphold this objection. Following this objection, the provider appealed to an independent external tribunal, the Health, Education and Social Care First-tier Tribunal. Ofsted decided not to proceed with cancellation and the provider remains registered with Ofsted.
