Overall experiences and progress of children and young people: inadequate
A young person has been exploited while missing from home. Staff have followed the agreed protocols, but this has not kept the young person safe, and her experiences have not been positive, as further incidents and exploitation have taken place. Information found by staff that indicated the intentions of the young person to go missing again was not appropriately managed.

p.4
Overall experiences and progress of children and young people: inadequate
The staff support the children and young people to maintain their general health and to attend routine health appointments. However, following two serious incidents involving a young person who was sexually exploited, there was a delay in seeking support to manage their emotions and mental health. Specialist support should have been offered in relation to the missing events and sexual assaults, even though there was an Inspection report children’s home: SC423741 5 ongoing investigation. Discussions with the police would agree the limits of any key work with the young person.

p.5
How well children and young people are helped and protected: inadequate
The children and young people have been left unsupervised and at risk of harm when under the influence of substances after traumatic, abusive events. The risk assessments are ineffective and do not give staff clear instructions to follow. Risk assessments fail to take into account the children and young people’s risks. For example, when two young people were taken on holiday, insufficient guidance was included in their risk assessments to enable staff to keep them safe in the new environment.
p.5
How well children and young people are helped and protected: inadequate
The risks for some one young person have increased since they have come to live at this home due to being missing in an unfamiliar city. Some work has taken place to reduce risk, but it has been ineffective and has had a negative impact on the young person’s emotional well-being. Some aspects of the work have been delivered in a way which results in blaming the young person for significant incidents. Other work sessions are not well thought out, and they do not fully consider children and young people’s complex needs.
p.5
How well children and young people are helped and protected: inadequate
Despite some children and young people displaying significant levels of self-harming behaviour, there is a delay in implementing ligature management procedures. Ligature cutters are not easily accessible in all areas of the home. This is not in line with the company’s policy, and it does not reduce risks to the children and young people.
p.5

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
