Inspection report for children’s home - monitoring visit: SC456347 1 SC456347
p.1
Cambian Childcare Ltd
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately owned children’s home cares for two children who have challenging behaviours and/or complex needs.
p.1
Information about this children’s home
An acting manager is in place. She has applied to Ofsted to be registered.
p.1
This monitoring visit
Ofsted placed a restriction notice on the home in May 2019. The restriction notice prevents additional children moving into the home. The notice was imposed due to weaknesses in the home’s leadership and management, and safeguarding shortfalls. The purpose of this monitoring visit was to check progress on meeting shortfalls identified in previous inspections, and to monitor compliance with the restriction notice.
p.1
This monitoring visit
The home has complied fully with the restriction notice. No new children have been admitted. Only two children have lived at the home. In September 2019, Ofsted imposed a condition that reduced the number of children who can live in the home from three to two. This reduces the need for a restriction notice to be in place.
p.1
This monitoring visit
In addition, there have been improvements. The home is more settled, and incidents have reduced. Managers are better able to demonstrate that children are making progress. Further work is needed before the improvements are fully embedded into practice but the restriction notice is no longer required to ensure children’s safety and well-being.
p.1
This monitoring visit
The staff team members are generally growing in competence and confidence. However, some staff members are still not confident to manage situations in which children’s behaviour is heightened. Recently, the police were called to assist staff who were unable to de-escalate children’s behaviours. This could leave children unnecessarily criminalised. Inspection report for children’s home - monitoring visit: SC456347 2 There has been an incident where children gained access to their files and were able to read information contained within them. One child was upset about what they read and has received support since. It is not known what the other child read. Work has not taken place to ask her about this or support her.
p.1
This monitoring visit
On one occasion, a very new staff member accompanied a complex child on an activity alone. During this activity, a safeguarding issue arose. The staff member did well, made the right decisions and there was no harm done. However, there could have been better planning in relation to the deployment of staff.
p.2
This monitoring visit
Staff have begun to see where things have gone wrong in the past. With the acting manager’s support, they are starting to develop their practice. They are developing some positive relationships with children, who readily talk to them about their problems and worries.
p.2
This monitoring visit
The organisation has improved the way it gathers references for new staff. Children are safer because of this additional scrutiny. They are better protected from adults who may be unsuitable.
p.2
This monitoring visit
Risk assessments do not adequately cover the risks when children smoke in their bedrooms. Children could be at risk of harm because this risk has not been properly assessed.
p.2
This monitoring visit
The view of oncoming traffic as cars exit the home’s drive is blocked by hedges and trees. Children, staff and visitors could be harmed if this is not put right.
p.2
This monitoring visit
There have been no children admitted to the home because Ofsted has not permitted this. The requirement from previous inspections about the way that children arrive at and leave the home will be carried over. This is because progress cannot be tested.
