Inspection report for children‟s home - monitoring visit: SC409851 1 SC409851

p.1

Westgate Lifestyle Project Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This children’s s home provides care for up to four young people. The home’s s statement of purpose states that the home looks after young people who have emotional and/or behavioural difficulties. A private provider owns and operates this home. The manager was registered with Ofsted on 24 July 2019.

p.1

This monitoring visit

This monitoring visit was undertaken after several complaints had been received by Ofsted. The complainants raised concerns about routines and boundaries in the home as well as the ability of staff to manage challenging behaviour. The home’s s internet server was not working during this visit and so it was not possible to examine a number of policies, procedures or records as these are all stored online. Since the last inspection of the service, one young person has left and another young person has been admitted. The young person who left was very challenging towards staff. On one occasion, this resulted in a member of staff receiving hospital treatment and the police attending the home. This incident was not notified to Ofsted. The young person who has recently been admitted to the home also displays challenging behaviour. In the days prior to the inspection visit, five windows had been broken by this young person. There was also another incident where the police

had been required to attend the home. No notification was submitted to Ofsted following this serious incident. Routines in the home are inconsistent. When the registered manager is present, boundaries and routines are put in place with the young people. On occasions when Inspection report for children‟s home - monitoring visit: SC409851 2 the registered manager is absent, routines are more inconsistent with young people remaining in bed until midday. One young person is attending his educational provision regularly. However, for another young person there is no education in place. There was insufficient evidence to indicate that the home was attempting to occupy this young person during school hours. Managers were unable to evidence that visits by the independent visitor had occurred on a regular basis. The last report submitted to Ofsted was for the visit undertaken in May 2019. Sufficiency of staffing in the home continues to be a problem with the registered

manager and responsible individual both covering gaps in the rota. This has an impact on their ability to retain management oversight of the home. The high staff turnover also makes it difficult for the young people to form positive relationships with staff. The lack of positive relationships makes it harder for staff to manage the challenging behaviour displayed by the young people. It was not possible to assess progress against meeting the requirements and recommendations made at the last inspection. Therefore, these are repeated at this inspection and a further two requirements are added.
