Overall effectiveness Inadequate
The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate
p.1
The provision is inadequate
The childminder has a lack of understanding of the importance of risk assessment and keeping children safe. For example, children sustain an avoidable injury when a large mirror falls on top of them. They wander aimlessly with food in their mouths, placing their safety and well-being at significant risk.
p.2
The provision is inadequate
The childminder does not have high enough expectations for children. She has a weak understanding of how to support children's development and learning, and ensure children make the progress they are capable of. For example, children quickly lose interest in the activities she prepares specifically for them. When children lead their own play, the childminder fails to identify accurate next steps towards their next stages in development. This results in minimal and incidental learning.
p.2
The provision is inadequate
The childminder fails to promote children's positive behaviours and attitudes effectively. For example, children scribble in books, climb and jump on to furniture, and open and close doors regularly. The childminder does not explain to children why this behaviour is unacceptable. This lack of behaviour management hinders children's safety.
p.2
The provision is inadequate
The childminder is welcoming. Children form suitable relationships with her and settle into her care. For instance, when young children are upset, they are comforted by her cuddles.
p.2
need to do better?
n The childminder significantly lacks the skills and knowledge to fulfil her role. She has failed to address actions raised at the previous inspection and practice has further declined. n Breaches in safeguarding and welfare requirements have a significant impact on children's safety and well-being. The childminder fails to identify and minimise a number of significant hazards that significantly compromise children's safety. n Children are not well prepared for school or the next stages in learning. The childminder continues to fail to provide children with high enough levels of challenge to extend their learning in all areas. For instance, children lose interest in activities quickly. n The childminder does not promote good behaviours and attitudes. For example, she repeatedly says 'no' to unwanted behaviours, such as scribbling in books or climbing on furniture. Children do not build an understanding of what behaviour

11 September 2019 develop a good understanding of how to lead healthy lifestyles. n The childminder does not ensure that children follow regular hygiene practices and develop their self-care skills. For example, children do not wash their hands before eating and they drink from inappropriate bottles for their stages of development. Children do not develop good hygiene practices, independence or the self-care skills they are capable of for their next stages in development or move to school. n The childminder is welcoming and children enjoy her cuddles and reassurances. There are warm attachments between children and the childminder.
p.2
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder is not aware of significant risks to children's safety. On the day of the inspection, the childminder failed to identify immediate hazards to children's safety, which put them in significant danger. For instance, a large heavy object fell and caused avoidable injury to a child. When children wander aimlessly with food in their mouths, the childminder fails to identify the significant impact this could have on children's safety and well-being. The childminder understands the procedure for reporting any child protection concerns in relation to a child's welfare. For instance, she knows who to contact if she has a concern about a child's welfare.
