n Arrangements are not in place to ensure staff-to-child ratios are met at all times. n The deployment of staff does not ensure that children are adequately supervised, and their needs met. This has a significant impact on children's safety. n Reasonable steps are not taken to identify and reduce, or remove, risks to children's safety. n Managers have some procedures in place to monitor staff practice and support their professional development. However, these are not yet fully explored or embedded. n Parents are not always given information about accidents and injuries involving their child and the changes to key-person arrangements. As a result, they are not fully informed about the child's care and welfare during their time in the setting. n The manager does not ensure that all documents are available for inspection.

p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. Managers do not ensure that arrangements are in place to ensure staff ratios are met at all times. For example, on the day of the inspection there was an insufficient number of staff on duty to care for the number of children booked in for that day. Staff are not always deployed effectively as they need to complete duties, such as preparing food, which take them away from the children. This impacts on the level of supervision provided for children to keep them safe. The manager and staff do not ensure risk assessments are used well enough to identify and minimise any risks to children's safety. On the day of the inspection, the manager did not identify that the entrance to the children's bathroom was partially blocked. Trip hazards and cleaning products were not removed from indoor spaces, posing a further risk to children's safety. The manager does not ensure that all documentation relating to the safe recruitment of

staff is easily accessible and available for inspection. Systems are in place for the evaluation and monitoring of the provision, including staff practice. However, due to recent staffing issues and daily time constraints, managers have not implemented these as effectively as they could have. As a result, staff do not currently receive the consistent support, coaching and training they require to continuously improve the quality of their practice and teaching. The provider does not make sure that parents are kept informed of all accidents and injuries that happen to their child when at the nursery. Additionally, they are not made aware of changes to the key-person arrangements. The manager and staff have a clear understanding of the signs and symptoms of abuse and neglect and are aware of what to do if they suspect a child is being abused or of how to report any concerns.
p.3
Quality of teaching, learning and assessment requires improvement
Children are confident and motivated throughout their play. They enjoy exploring resources and playing alongside each other. Staff sit with babies and toddlers and provide toys that engage their interest. Displays reflect the wide variety of activities offered. Staff know their key children well. They carry out frequent observations to check children's progress and development. Although children make expected progress from when they start, some of the learning environments contain too many hazards. These have a negative impact on the learning potential for each individual child, and need to be reviewed and removed.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in safeguarding, and arrangements for staff-to-child ratios have a negative impact on children's overall well-being. Parents comment negatively on the high staff turnover and, during the day, staff and children are moved to different rooms to maintain ratios. This interrupts the building of relationships for the child and staff's ability to fully meet their personal care needs. That said, children's understanding of a healthy lifestyle is successfully promoted. They have regular access to fresh air and exercise and benefit from nutritious home-cooked meals. Children's personal and social development is promoted more effectively. When they start nursery, children and parents are well supported.
p.3
Outcomes for children require improvement
Children make typical progress from their starting points. They are developing some key skills in readiness for their next stage of learning. They learn to manage tasks for themselves and develop positive social skills. Younger children count as they sing and dance to action songs. Unfortunately, due to the high number of hazards found in some of the learning environments used, the true learning potential of each child is hampered. Therefore, the outcomes for children are also affected.
