Inspection report for children’s home – monitoring visit: SC392492 1 SC392492 DMR Services Limited

p.1

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is owned by a private company. It is registered for four young people. The home provides care for young people aged 11 to 17, who have had adverse childhood experiences that have led to associated trauma and presenting complex behaviours. The registered manager was registered with Ofsted in November 2015.

p.1

This monitoring visit

This children’s home was judged inadequate at the full inspection on 2 July 2019. Following this inspection, Ofsted issued the provider with three compliance notices under section 22A of the Care Standards Act 2000. The compliance notices were issued in relation to regulation 12, the protection of children standard; regulation 13, the leadership and management standard; and regulation 35, the care planning standard of the Children’s Homes (England) Regulations 2015.

p.1

This monitoring visit

Ofsted carried out an unannounced visit to the home on 19 August 2019 to monitor the actions that the provider has taken to comply with the notices issued following the last inspection. At this visit, it was identified that the provider has taken sufficient action to meet the required steps identified in all three of the compliance notices.

p.1

This monitoring visit

In respect of regulation 13, the provider has ensured that better monitoring systems are in place. Communication between managers is now more effective because weekly meetings and daily checklists have been put in place to improve communication. There was evidence of better management oversight of significant incidents and restraints.

p.1

This monitoring visit

The provider has taken steps to ensure that staff have received training in the model of intervention used in the home, to inform their practice. Staff and rosters confirmed that staff are no longer working excessive hours. The provider has Inspection report for children’s home – monitoring visit: SC392492 2 ensured that the home is staffed in accordance with its statement of purpose.

p.1

This monitoring visit

Ofsted found during the visit that the provider has taken steps to ensure that when young people are restrained, this is recorded in accordance with regulation 35. Staff and young people are now debriefed after any incident of restraint.

p.2

This monitoring visit

In respect of regulation 12, the provider has taken steps to ensure that staff work with local authorities and police to address any known risks. However, staff are not always proactive in challenging local authorities when their response is slow and does not meet young people’s needs. A requirement has been made to address this shortfall.

p.2

This monitoring visit

The provider has ensured that young people’s risk assessments include details of young people’s social networks, friendships and associations in the local community. However, some risk assessments did not contain sufficient actions for staff to follow regarding risks associated with family contact, substance misuse or smoking in the home. A requirement was raised under regulation 12 to address these specific shortfalls.

p.2

This monitoring visit

A further requirement was issued under regulation 12 to make sure that measures are put in place to ensure that the home environment is kept safe for young people. This is because the inspector found that potentially hazardous cleaning products were not kept securely and so were accessible to young people.
