p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective and risk assessment is poor. The premises are not secure and the childminder fails to supervise children well. On occasion, the childminder leaves babies to be supervised by older children so that she can attend to other children and visitors. She does not identify that children are at risk when they play unsupervised in the garden. The childminder leaves young children to play alone outdoors. The garden is not secure. Children can easily open gates and leave the area unsupervised. The childminder does not know when visitors enter the premises and they have direct access to the childminder's home and garden where children play unsupervised. She relies on her dog to alert her to any visitors. This significantly compromises children's safety. The childminder has a suitable knowledge of child protection procedures to act should she have any concerns, including any allegations. She exchanges information with parents to

help provide continuity and identify children's achievements on entry. The childminder follows appropriate procedures for administering medication to children and has a written complaints procedure, detailing the steps to follow to make a complaint. The childminder's self-evaluation is poor and she is not effective in identifying weak areas of her practice. The childminder has not taken effective action to address the weaknesses raised at previous inspections to improve the quality of children's learning and development. The quality of the provision has declined even further, demonstrating a poor capacity to improve.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching and learning is weak. Although older children engage in activities that they enjoy, the childminder does very little to plan for babies' individual learning needs. At times, the childminder interacts with older children but expects babies to occupy themselves. She gives babies objects they have requested but does not provide quality interaction. When babies become restless, the childminder places resources in front of them but does not seek to engage or interact with them. This has a negative impact on their play experiences, limiting their engagement in learning. Babies do not engage sufficiently in stimulating learning experiences. Although the childminder makes some assessments of children's development, she has a poor understanding of what children can achieve or how to prioritise and plan the next steps in their learning. This means they do not gain the skills they need in readiness for starting school.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly compromise children's safety and well-being. The childminder is not vigilant enough to ensure children's safety. All children are exposed to significant risks. The childminder does not manage children's behaviour appropriately and resorts to threatening tactics. She tells children she will remove toys from them or send them indoors if they do not change how they are behaving. She insists that children give her eye contact when she wants to talk to them about their behaviour. She fails to support children's emotional development to help them to gain a positive sense of themselves. At times, she tells older children they cannot join in with an activity and excludes them.
p.4
Outcomes for children are inadequate
Children's learning and development experience is poor, particularly for babies. Inconsistencies in teaching, and a poor knowledge of how the youngest children learn, impact very negatively on the progress that children make. Babies are not well prepared for the next steps in their learning. Children are not safe and their emotional welfare is compromised.
