p.1

This provision is inadequate

n The childminder has failed to ensure that she has an up-to-date knowledge of all safeguarding matters, including the 'Prevent' duty guidance. She has also failed to ensure that any concerns about children's safety are reported to the relevant agencies swiftly, which significantly compromises children's welfare. n The childminder does not ensure that outdoor spaces are fit for purpose and suitable for the age of children cared for and the activities she provides. She has failed to identify and minimise all hazards to ensure that children are safe when playing outdoors. n The childminder has failed to notify Ofsted of a significant event as required. n The childminder does not provide children with suitably challenging, engaging and stimulating learning experiences. This significantly hinders their ability to make good progress. n Children do not have sufficient opportunities to lead their own play. The childminder

constantly decides what activities children will do next, which fails to engage and interest them. n The childminder's quality of teaching, including her interactions with children, does not help them to make progress in relation to their starting points. For example, she asks children questions which only require a 'yes' or 'no' answer, which does not encourage or extend their learning.

p.1

It has the following strengths

n Children have strong bonds with the childminder. They regularly approach her for cuddles and reassurance, which helps to support their emotional well-being. n The childminder takes children to a wide range of local amenities, such as the beach, soft play and toddler groups. Children develop suitable social skills and are confident.

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date improve understanding of the safeguarding policy and procedures to ensure an up-to-date knowledge of all safeguarding matters, including what to do in the event of a concern about a child's safety or welfare 27/08/2019

p.2

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must: Due date improve the quality of teaching to ensure that all children receive suitably challenging, stimulating and relevant learning experiences that are tailored to their individual needs, to help them make consistent good progress in relation to their starting points 27/08/2019

What the setting needs to do to improve further

p.2

What the setting needs to do to improve further

n The inspector observed the childminder, her assistant and the children playing together. n The inspector sampled relevant documents, including registers, safeguarding policies and evidence of the childminder and her assistants' suitability to work with children. n The inspector spoke to children, the childminder and her assistant during the inspection. n The inspector sampled children's learning records and assessments.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The childminder does not have a suitable understanding of the safeguarding policy and procedures, including what do to in the event of a concern about children's welfare. She has failed on more than one occasion to notify the appropriate agencies of her concerns regarding children's safety. This significantly compromises children's well-being. In addition, the childminder has failed to notify Ofsted of significant events as required. The childminder does not risk assess all areas of the premises, including the outdoor space, to ensure they are safe and suitable for children. She takes some steps to reflect on her provision. However, this is not robust enough and she has not identified the significant weaknesses in her practice. The childminder works with an assistant most days. She has provided her assistant with opportunities to develop her practice. For example, her assistant is currently undertaking

her level 3 childcare qualification, and daily discussions help her to become familiar with the children and where she can improve her skills.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not provide children with a good range of suitably challenging, stimulating and relevant learning experiences that are tailored to their individual needs. In addition, she does not ensure children have a suitable balance of adult-led activities and time to follow their own interests and ideas independently. Children do not engage in adult-led experiences, choosing instead to look for something else to do. The overall quality of teaching and the childminder's interactions with children fail to motivate or extend their learning. For example, children enjoy using bubble machines to create bubbles. However, the childminder does not encourage children to talk about what they can see or use what they already know, to extend their learning.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that children's welfare is not assured. The childminder has failed to take all reasonable steps to ensure that children do not hurt themselves while playing outdoors. For example, deep holes, raised wooden posts and old concrete footings in the grassed area pose a significant risk to children's safety. In addition, there are limited opportunities for children to develop their physical and imaginative skills outdoors. However, children have close relationships with each other and the childminder. They refer to her as 'grandma' and regularly return to her for cuddles and reassurance. The childminder has links with local schools and pre-schools that she drops and collects children from on a daily basis. Information is shared at handover time, which enables the childminder to keep parents informed about their children's time at school or pre-school.

p.3

Outcomes for children are inadequate

The weaknesses in teaching and learning mean that children do not make good progress. They are not gaining the necessary skills to help them to be ready for school. For example, the childminder misses opportunities to help children develop their independence skills. She provides them lidded cups instead of encouraging children who are old enough to drink from a cup without a lid.
