p.1
Cambian Childcare Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is registered to provide care and accommodation for up to two young people who have emotional and/or behavioural difficulties. It is part of a large private organisation.
p.1
This monitoring visit
This children’s home was judged declined in effectiveness at the interim inspection on 28 February 2019. Following this inspection, Ofsted issued the provider with three compliance notices under section 22A of the Care Standards Act 2000. The compliance notices were issued in relation to regulation 12, the protection of children standard, regulation 13, the leadership and management standard and regulation 14, the care planning standard of the Children’s Homes (England) Regulations 2015.
p.1
This monitoring visit
Ofsted carried out an unannounced visit to the home on 8 April 2019 to monitor the actions that the provider had taken. At this visit, it was identified that the provider has taken sufficient action to meet the required actions identified in the regulation 12 and 14 compliance notices. The provider had not, however, taken sufficient action to meet the required actions set out in the regulation 13 compliance notice. As a result of this, a further compliance notice was issued under regulation 13, the leadership and management standard.
p.1
This monitoring visit
Ofsted carried out a further unannounced visit on 23 May 2019 to monitor the actions that the provider had taken in respect of the regulation 13 compliance notice. At this visit, it was found that the provider had not taken sufficient action to meet the required actions in this notice. A number of further regulatory breaches were identified during this visit, which compromise the safety and well-being of the young people in the placement. As a result, Ofsted issued an emergency suspension notice. Inspection report for children’s home - monitoring visit: SC456800 2 Ofsted has carried out two monitoring visits to the home during the period of suspension. The first visit took place on 2 July 2019. The registered manager returned to work on 3 June 2019. The registered manager had completed a detailed critical analysis of the setting. This was shared with Ofsted. The analysis identified a number of failings identified in the home by the registered manager since her return.

This monitoring visit
The analysis also included an action plan.
p.2
This monitoring visit
Since the visit on 23 May 2019, the provider had started to take action to improve the home environment. However, at the time of the visit on 2 July 2019, this work was not yet completed.
p.2
This monitoring visit
The registered manager was able to describe the changes that she have made to ensure that young people in the home are suitably matched in the future. A team meeting had taken place. At the meeting, the registered manager had reiterated to the staff team their roles and responsibilities in keeping good-quality records of all aspects of the young people’s care. The registered manager recognised that further work is needed in this area to ensure that all staff, including the deputy manager, are clear about their roles and responsibilities in protecting children and young people.
p.2
This monitoring visit
At this monitoring visit, a discussion took place with the registered manager about the current staff team and the skills and knowledge that they must have to safely care for children and young people. The statement of purpose states that staff are trained to meet the needs of vulnerable young people. However, staff were still required to attend training to demonstrate that they all have the skills and knowledge in all areas to keep young people safe and meet their individual care and support needs. The registered manager indicated that training was planned throughout July 2019, with an end date of 26 July 2019. However, if the service was to open prior to staff obtaining the skills and knowledge base required, the provider could not ensure that young people will be safely supported.
p.2
This monitoring visit
At the second monitoring visit undertaken on 6 August 2019, it was found that the registered manager had continued to successfully address the shortfalls remaining at the last monitoring visit. She had worked hard to ensure that all areas of concern were addressed and had systematically made the required changes alongside her staff team.
p.2
This monitoring visit
The registered manager has ensured that there is a stable staff team in place, members of which have the necessary skills and experience to provide care in line with the home’s statement of purpose. The home has been re-decorated, and the manager has ensured that it is a more homely environment for young people when they move into the home. Impact assessments for children and young people moving into the home are now detailed and the registered manager is clear about the needs of children and young people that the team can care for.
p.2
This monitoring visit
The registered manager had recruited staff to some of the posts that are vacant. The staff have completed induction training and had been working in other teams to build up their experience and skills. The registered manager has held regular team Inspection report for children’s home - monitoring visit: SC456800 3 meeting and ensured that all staff have received supervision. The registered manager has continued to monitor the practice of her staff who are currently working in other homes within the organisation. As a result, the home is now ready to admit young people and the suspension notice has been lifted.
p.2
This monitoring visit
A further unannounced inspection will take place to continue to monitor the quality of care provided.
