Inspection report for children‟s home – monitoring visit: SC477209 1 SC477209

p.1

Crystal Care Solutions Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is registered to provide care for up to three young people. The home specialises in providing a therapeutic environment for young people who display sexually harmful behaviours. A private company manages this home.

p.1

Information about this children’s home

The home has been without a registered manager since 17 May 2019. A new manager has been appointed to the home. He took up post on 3 June 2019. He holds a level 5 qualification in leadership and management. The new manager has applied to register with Ofsted.

p.1

This monitoring visit

This children‟s home was judged inadequate at the last full inspection conducted on 5 and 6 June 2019. Two compliance notices were issued, and 10 requirements were raised.

p.1

This monitoring visit

The purpose of this monitoring inspection is to review the provider‟s action to meet the two compliance notices and 10 requirements. Six out of the 10 requirements are considered met. Two new requirements have been raised, and both compliance notices have been reissued.

p.1

This monitoring visit

Managers have taken action to review and update young people‟s risk assessments and staff are now clear about their responsibilities in safeguarding young people. Managers have also made improvements to the physical conditions in the home. This has included ensuring that young people have individualised personal space and that the home is a homely environment.

p.1

This monitoring visit

Staff are carrying out more relevant and sensitive work to help young people to better understand their circumstances. However, staff have failed to carry out specific work with one young person following a significant incident. This omission is a missed opportunity to help the young person to learn how to keep themselves safe Inspection report for children‟s home – monitoring visit: SC477209 2 in the future.

p.1

This monitoring visit

Managers have ensured that they notify Ofsted of significant incidents in a timely way. Managers have also introduced systems that support them to review the quality of care provided at the home. This includes consulting young people to make sure that their views are considered in the development of the service.

p.2

This monitoring visit

Despite this good progress, managers have failed to make sufficient progress in meeting the two compliance notices.

p.2

This monitoring visit

Managers have still not addressed shortfalls in staff training. For example, one member of staff who has worked at the home since 6 June 2019 has still not received fire safety training. This is despite the organisation‟s training and development policy stating that this must be completed on an employee‟s second working day at a home. Four members of staff have still not received training in the specialist therapeutic model of care offered by the service. Some members of staff are still waiting to receive training in how to keep young people safe online and how to respond to young people who may self-harm.

p.2

This monitoring visit

Managers are unable to demonstrate that all staff have received supervision in line with the organisation‟s policy. Managers are still not able to provide documentation evidence that four members of staff have received supervision since the last inspection. This was despite the manager‟s supervision matrix indicating that meetings have taken place during this period. This lack of clear, timely recording means that managers lack oversight of the support that is offered to staff.

p.2

This monitoring visit

Physical intervention records still lack basic information and have limited evaluation of incidents. These gaps mean that managers and staff cannot rely on these records to support learning following an incident.

p.2

This monitoring visit

Failures in the management of medication remain. Despite all staff receiving training in the care of medication since the last inspection, this increased knowledge has not been applied to practice. For example, on the day of the monitoring inspection, staff on duty had failed to correctly sign out one young person‟s medication. This means that staff do not clearly know when a young person has received their medication.

p.2

This monitoring visit

Staff have failed to take a young person for a planned medical assessment. This failure by staff to follow a young person‟s care plan demonstrates a lack of attention to detail in the care that staff should provide.
