Information about this children’s home
An acting manager is in place. She has applied to Ofsted to be registered.
p.1
This monitoring visit
This home was judged inadequate at its full inspection on 9 May 2019. Significant shortfalls were identified in the home’s safeguarding systems and the management of the home. Ofsted imposed two compliance notices and a notice to restrict accommodation on 16 May 2019.
p.1
This monitoring visit
At a subsequent full inspection on 25 and 26 June 2019, inspectors judged that, despite some improvement, weaknesses in both safeguarding and management still existed. These weaknesses included an unnecessary delay in reporting safeguarding concerns to the appropriate agencies.
p.1
This monitoring visit
This monitoring visit was prompted by a concerning safeguarding notification, which Ofsted received on 10 July 2019. The visit confirmed the following safeguarding shortfalls: On 5 July 2019, a male member of staff reported in the home’s records that he had driven a female child to an activity. However, he did not take the child as stated. Details of how he and the child spent the day are unclear. Managers and staff became aware of this dishonesty later in the day on 5 July, when mileage records were checked. The failure of the staff member to give honest information about his activities with the child was not recognised as a safeguarding concern by managers. This meant that safeguarding agencies and the child’s social worker were not informed of the issue. The member of staff continued to work in the home. Inspection report for children’s home – monitoring visit: SC456347 2 On 6 July 2019, further safeguarding concerns were raised about the same staff

member. Again, safeguarding agencies or social workers were not informed. The member of staff continued to work in the home. On 7 July 2019, a child made a partial disclosure that indicated the possibility of abusive practice by the same member of staff. Again, this information was not passed on to safeguarding agencies or social workers. The member of staff continued to work in the home. During this time, the member of staff spent time alone with another female child. He was then transferred to work in another children’s home. The manager of the other children’s home was not informed of the concerns.
p.2
This monitoring visit
These shortfalls demonstrate that improvements have not been made or sustained since the previous inspections. The previous requirements that related to safeguarding and the management of the home have been repeated.
p.2
This monitoring visit
During this monitoring visit, inspectors also found shortfalls in recruitment practices. One staff member’s recruitment file showed that the staff member started working at the home without sufficient vetting of his previous work history. An additional requirement has been made about safer recruitment.
p.2
This monitoring visit
A previous requirement made in relation to care planning was not reviewed at this visit and has been carried forward. Inspection report for children’s home – monitoring visit: SC456347 3
