p.1
Care 4 Children Residential Services Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is privately owned and is registered to provide care and accommodation for up to four children who may have emotional and/or behavioural difficulties.
p.1
Information about this children’s home
There is a registered manager for the home, who was approved by Ofsted on 17 July 2019.
p.1
This monitoring visit
A full inspection carried out from 30 April to 1 May 2019 identified significant concerns regarding the welfare of young people; there were weak management and leadership arrangements and insufficient staffing levels. In response to these concerns, four compliance notices and a restriction of accommodation notice were issued. Monitoring inspections took place on 3 June 2019 and 18 June 2019.
p.1
This monitoring visit
The purpose of this monitoring visit was to monitor the provider‘s compliance with the restriction of accommodation notice and the steps laid out under the compliance notices issued under regulation 13 and regulation 32. The home‘s previous requirements were not reviewed at this inspection and will be addressed at the next inspection of the home.
p.1
This monitoring visit
Since the last inspection, there have been no further admissions of young people to the home. The home is therefore compliant with the ongoing restriction of accommodation notice.
p.1
This monitoring visit
At the last monitoring inspection, on 18 June 2019, a further requirement was made regarding the appropriate sharing of information with the designated officer, following internal investigations into young people‘s allegations. Senior managers have, since the last monitoring visit, shared this information and the outcomes with the designated officer. Therefore, a requirement made at the last visit with regard to Inspection report for children‘s home – monitoring visit: SC489416 2 this matter has been met.
p.1
This monitoring visit
At the last monitoring visit, managers had completed a management investigation regarding a staff member‘s suitability to work at the home. However, the matter had not been referred to the designated officer for consideration, as required. As a result, the compliance notice relating to regulation 32 was reissued. This information has now been shared with the designated officer and the regulation 32 compliance notice has been met.
p.2
This monitoring visit
Because of the changes that have been made and their positive impact on young people‘s welfare, the compliance notice issued under regulation 13 has been met. There is now a permanently employed registered manager at the home and he offers appropriate advice and supervision to staff. In addition, he has completed shifts alongside staff to increase his understanding and assist his monitoring of the care provided for young people.
p.2
This monitoring visit
Staff reported being listened to and being given opportunities to share any concerns they might have. Team meetings and individual supervision sessions are now taking place on a regular basis for staff.
p.2
This monitoring visit
Staff demonstrate good knowledge of young people‘s plans, and the antecedents and triggers that might lead to young people displaying risk-taking behaviours. Documents offering advice and guidance to staff, on how best to care for young people, are clear and commensurate with known risks. Further, the work carried out with young people incorporates the feedback from the therapeutic practitioner.
p.2
This monitoring visit
There are sufficient staff in the home to meet the needs of the young people placed and there is ongoing recruitment to increase the staffing complement.
