p.1
Information about this children’s home
This privately owned home provides care for four children, irrespective of gender. The children may have experienced neglect and/or emotional abuse or had traumatic experiences that have left them vulnerable. The registered manager left the home on 27 June 2019. There is an acting manager in post who is not yet registered.

This monitoring visit
This children’s home was judged as inadequate overall at the full inspection on 29 and 30 May 2019. Ofsted served a notice restricting accommodation and a compliance notice in respect of the leadership and management of the home. This monitoring visit checked the provider’s compliance with the notice restricting accommodation and the provider’s progress towards meeting the steps set out in the compliance notice that was served on 10 June 2019. The provider has addressed the steps set out in the compliance notice and the grounds for restriction are no longer met. The restriction has therefore been lifted. The provider has met the four requirements that were raised at the last full inspection. One further requirement has been raised at this visit and this will be evaluated at the next inspection.

This monitoring visit
There have been no further admissions to the home. One child has been discharged from the home because the staff were unable to keep the child safe. The children no longer go missing from the home and there have been no further incidents in the local community. Staff take the children out and either spend time with them or set an agreed collection time. These arrangements are currently working well. They reflect the children’s ages and risk management plans. The children’s individual crisis management plans and missing-from-care risk assessments have improved and now guide staff in how to manage incidents. Inspection report for children’s home - monitoring visit: SC459168 2 However, the plans contain some contradictory information and do not include details of newly identified risks. Despite this, the number of incidents has reduced. There have been no serious incidents and no police involvement since the full

inspection. Following service of the notice restricting accommodation, the provider temporarily redeployed the staff to another home within the organisation. During this interim period, the acting manager implemented a rota that combines probationary staff with one core member of experienced staff. Several of the staff are working through probationary periods and there are no expected probation failures. The staff are gaining the skills and experience required. The deployment of staff is working so that the staff have sufficient shared experience and skill sets to safely manage each shift and meet the children’s needs. The provider has reviewed staff training. All the unqualified staff are enrolled onto relevant level 3 training and there is managerial monitoring of the progress that staff make against each module. The acting manager has sourced training in behaviour management and understanding county lines and a refresher course in managing

physical interventions. This training has all been undertaken in the last six weeks. This training means that staff are better equipped to carry out their roles. The responsible individual has appointed an acting manager to manage the home until the new manager comes into post. The acting manager has the relevant experience and qualifications to manage the home. A new manager has been appointed and will start in two months. There will be a handover between the acting manager and the new manager. Staff are positive about the interim management arrangements. The interim manager has developed new systems to check all reports and incidents. This has resulted in changes to incident reporting. The interim manager has identified gaps in staff supervision, which she has addressed, and gaps in the clinical support provided by the organisation. These gaps have been highlighted and are being addressed. The monitoring is improving. The identification of areas for
