p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The childminder does not ensure her premises are kept free from clutter or identify that this presents a hazard to children. There are piles of clothes, bags, papers and books on the floor and on most available surfaces in the areas used by children. This means they cannot move freely and safely throughout the ground floor. The childminder does not ensure all records are available for inspection. She does not keep an accurate record of children's attendance. This affects children's safety in the event of an emergency. Nevertheless, the childminder knows how to report safeguarding concerns and has a sound understanding of the signs and symptoms that may indicate a child is at risk of harm. The childminder exchanges some information with parents and other providers to promote some continuity in children's care. The childminder does not review her practice to identify breaches in requirements to assure children's welfare.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not support the children's learning and development through effective teaching. She does not plan or provide children with challenging activities and experiences that help them achieve well. The childminder does not assess children's progress. She does not have a good enough knowledge of where children are in their development so that she can extend their learning. The childminder does not carry out the progress check for children between the ages of two and three years. This means she does not complete the written summary to share with parents. Children enjoy playing in the water outside. However, the childminder does not build effectively on what children already know and can do to extend their learning. For example, she shows children how to pour water from one cup to the other but this is too basic for older children who already know how to do this.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management compromise children's learning and welfare. The childminder provides some meals for children. However, the kitchen work surfaces are not clean or hygienic for the safe preparation of food. Piles of dirty crockery and cutlery are placed on the worktop, along with food detritus which has not been cleared away. Poor hygiene practice puts children's good health at risk. Despite this, children behave well and they play together happily. The childminder reminds them to say 'please' and 'thank you'. Children share resources and take turns to complete a jigsaw puzzle. They enjoy some opportunities to socialise with others at different children's groups.
p.3
Outcomes for children are inadequate
Weaknesses in teaching have a negative impact on children's learning. Children do not have challenging opportunities that build on their existing skills or that help them to become motivated learners. Children are not well prepared for school or the next stage in their learning.
